Summary Statement

This class provides leadership and expertise in the conceptualization, development, implementation and management of the Department of Correction’s (DOC) information technology (IT) operations and initiatives that are unique to the department’s security and correctional institution needs.

Nature and Scope

A class incumbent reports to an appointed official and provides direction for all aspects of the department’s IT operations, major projects and system enhancements, budgeting and lead collaboration with the department’s senior leadership and key stakeholders to set strategic goals and objectives.  A class incumbent is responsible for all department IT systems encompassing information technology support to over 2,600 Full Time Equivalent employees,5,000 plus offenders/13,000 plus probationers 10,000 plus external stakeholders, 500 plus medical personnel (vendor); including application development/procurement, maintenance, modification and operation, meeting unique security and correctional institution needs such as maintaining offender records/sentence calculation, and security cameras and other technology within level IV and V institutions. Responsibilities include ensuring cost effective application of IT resources through analysis of current and potential uses, coordination of new and existing state and federal systems, establishment and enforcement of security policies and procedures, and maintaining information resources. Areas of responsibility include but are not limited to information systems planning, IT strategic initiatives and applications of new and innovative technologies, application support, database management, data administration, telecommunications, IT security, base technologies and network infrastructures. A major aspect of work is IT procurement including development, review and approval of IT Requests for Proposals, contracts and IT purchases including hardware and software. Intra and inter agency communication require communication with all levels of Department management, as well as external communication with other state agency cabinet officials and State’s top-level IT managers.

Essential Functions

  • Plans, coordinates and integrates all information technology resources within the department. Provides integration with department and other state and federal agencies to reach agreements on strategic and tactical issues and implements long and short-range goals and initiatives
     
  • Manages and directs subordinate managers/supervisors in the strategic alignment of planning, research, architecture and organizational effectiveness in the development and implementation of department and state level projects.
     
  • Develops, implements and maintains the department's progressive information technology capabilities.
     
  • Manages and develops the IT budget; manages multiple vendor technology projects from conceptualization to implementation including contract negotiations and management in compliance with state and federal laws, rules, regulations, policies, and procedures.
     
  • Monitors and reports all technology work across the department and ensures accurate interfaces and alignments between stakeholders and internal technology needs. Ensures work is completed within established budget and pre-determined timeline.
     
  • Establishes standards for hardware and software selection, recommends, and coordinates procurement of data processing system hardware and software.
     
  • Manages multiple vendor technology projects from conceptualization through implementation. This includes contract negations, management and assures compliance with state and federal laws, rules, regulations, policies and procedures.
     
  • Communicates with all levels of department management, state agency cabinet officials including the State's top-level IT managers.

  • Knowledge of information technology unique to correctional/law enforcement operations including software development lifecycle’s, strategic initiatives, IT security, innovative technologies, telecommunications, network infrastructures, information systems, database management, data administration and architecture design.

Job Requirements

JOB REQUIREMENTS for Director of DOC Information Technology 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Five years’ experience in information technology management which includes project leadership, coordination of systems development life cycles (SDLC), scheduling, staffing, controlling, monitoring, evaluating and reporting on status of IT projects. Identifies short and long range IT goals and objectives in alignment with the department’s mission. Develop and enforces IT policy, procedures, rules and regulations. Provides direction and advice to other agency organizational units through consultation.
  2. Five years’ experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. 
  3. Three years’ experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  4. Three years’ experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. Five years’ experience in staff supervision which includes planning, assigning, reviewing, evaluating the work of others and development of career paths.
