Summary Statement

The class incumbent is responsible for coordinating and directing the acquisition, warehousing and distribution of food commodities obtained from the USDA for schools, institutions, and programs for the needy households and the elderly.

  • Manages 7 different programs serving 400,000 clients.
  • Responsible for annual operating budget of 525,000 - 555,000.
  • Responsible for food commodities valued at approximately $5 million.

Nature and Scope

The position incumbent reports to an administrative superior. The work of this class is controlled by Federal/State rules and regulations governing the commodities program and vendor contracts. The class incumbent is responsible for overseeing the development and maintenance of a staff of volunteers and distribution sites for the distribution to needy households and for ensuring the proper storage of commodities.The incumbent is responsible for determining eligibility of institutions/programs applying for the program. The incumbent also is responsible for ensuring the eligibility to recipient agencies and individual participants in these programs. The class incumbent is also responsible for inventory control, recordkeeping, and bookkeeping functions necessary for the operation of the various programs. A significant aspect of the work involves coordinating the various programs with contracted providers, recipient agencies, Federal provider agencies and distribution centers to ensure eligible recipients are being served and programs are operated in accordance with Federal guidelines.

  • Coordinates and oversees the acquisition, storage, delivery and distribution of Federal food commodities to eligible recipient agencies and individuals based on need for an availability of commodities.
  • Oversees inventory control, recordkeeping, account maintenance for the programs.
  • Oversees onsite compliance reviews of participating organizations, schools and institutions to ensure compliance with regulatory requirement for program operations, food storage/disposal and recordkeeping.
  • Coordinates activities for the needy household program to ensure sufficient distribution sites, and volunteer staff are available and that program eligibility requirements are met.
  • Prepares reports of program activities such as rate of utilization of commodities, program activities and inventory.
  • Prepares applications to request Federal grants for program funds and commodities.

  • Knowledge of warehousing to include inventory control, receiving, distribution and materials    management.
  • Knowledge of laws, rules, regulations, standards, policies and procedures.
  • Knowledge of principles and practices in preparing and administering cost allocation plans for state agencies receiving federal funds.
  • Knowledge of state government financial practices and research references.
  • Knowledge of proposed state policies and legislation regarding financial budgetary matters.
  • Skill in the analysis of budgetary and cost data from federally funded programs.
  • Skill in formulating and executing logistical plans and procedures to ensure quality   control of products and services. 
  • Skill in supply, storage and distribution systems administration. 
  • Skill in supervision.
  • Ability to prepare and analyze complex financial reports and budgetary requests.
  • Ability to apply statistical and cost methods for reporting and justification purposes.
  • Ability to coordinate with the contractors all necessary information for the formulation of indirect cost rates and any adjustments that may become necessary from negotiation with State or Federal officials.
  • Ability to provide oral and written reports.

Job Requirements

JOB REQUIREMENTS for Manager Federal Food Commodities Program
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in managing the acquisition, warehousing and distribution of inventory.
  2. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures. 
  3. Six months experience in storing, handling, distribution and disposition of food commodities.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Six months experience in narrative report writing.
  6. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
