This class is responsible for implementing, supervising and monitoring the Problem Driver Pointer System.

Nature and Scope
The incumbent in this class reports to the Chief of Driver Services. The incumbent is responsible for implementing, supervising and monitoring the Problem Driver Pointer System to meet federal and state requirements. Work includes adding/deleting Problem Driver Pointer System pointers, resetting retention dates, canceling licenses, denying driving privileges and reinstating licenses based on State Motor Vehicle laws and regulations and the individual's driving record. The class incumbent is also responsible for developing/revising policies and procedures and is involved in the budgetary process. A significant aspect of the work involves resolving complaints/problems and maintaining effective public relations in stressful situations while ensuring compliance with laws, rules, regulations, policies and procedures. Principal contacts are with employers, courts, public, federal and state agencies, insurance companies, legislators, other driver services employees, employers and motor vehicle agencies from other states, Division's computer support personnel and the American Association of Motor Vehicle Administrators Network.

Reviews driving record requests from attorneys, courts, state and federal agencies, insurance companies, employers, etc. for proper authorization, completion, signatures, fees, etc.; resolves any problems.
Assigns work to Driver Improvement Clerks and Motor Vehicle Support Supervisors statewide researching/reviewing original driver license applications, ticket files, revocation files, driving records, receipts of fees/fines, court documents/orders, other states motor vehicle records, etc. in order to determine the validity of the system's data. Assigns to Dover Driver Improvement Clerks driving record requests from courts, attorneys, state and federal agencies, insurance companies, employers, etc. for processing. Trains personnel regarding new or revised laws, rules, regulations, policies and procedures.
Resolves customers complaints/problems regarding the validity of a pointer record, obtaining documents/information from courts and other states to clear a pointer and other states/jurisdictions reports of errors with Delaware's pointer system information.
Monitors driving record data being entered into or obtained from the Problem Driver Pointer System for errors, unauthorized access and unmet deadlines through reviewing generated reports and copies of driving record requests.
Adds, deletes and modifies Problem Driver Pointer System pointers and applicable driver license history, resets retention dates, fixes broken pointer records, cancels licenses, denys driving privileges and reinstates licenses.
Develops, justifies and controls the Problem Driver Pointer System Budget.
Develops and revises policies, procedures and manual regarding the Problem Pointer Driver System.
Communicates with courts, employers, federal and state agencies, insurance companies, legislators, the public, other driver services employees, employers and motor vehicle agencies from other states, Division's computer support personnel and the American Association of Motor Vehicle Administrators Network (AAMVANET) to obtain court and driving records, explain motor vehicle licensing laws, rules, regulations, policies and procedures, resolve problems/complaints, change computer programs, cancel licenses, deny a driving privilege, reinstate licenses, etc.
Maintains accurate records and prepares reports.

JOB REQUIREMENTS for Motor Vehicle System Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in customer service such as providing prompt, accurate, and courteous service to customers, seeking information, answering requests as quickly as possible, ensuring customers are satisfied with service, and responding to complaints.
Three years experience in applying motor vehicle laws, rules, regulations, standards, policies, and procedures.
Six months experience in document processing and control which includes reviewing and evaluating records for completeness and conformity with laws, rules, regulations, standards, policies and procedures and ensures quality assurance of results.
Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
Knowledge of driver licensing and driver improvement.
Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
