Summary Statement

A class incumbent is responsible for performing various administrative functions necessary to ensure the maintenance of discipline and security within a correctional/detention facility.

  • Responsible for the supervision of an assigned shift of Correctional Lieutenants and Officers, or the overall responsibility of Correctional Lieutenants and Officers at a small facility or for a facility-wide program.

Nature and Scope

A class incumbent reports to an administrative superior. Specific responsibilities vary between positions/facilities, due to operational needs, but typically involve one of the following areas of responsibility:  shift supervisor at one of the larger institutions, watch commander at one of the smaller institutions, scheduling officer for all shifts (includes supervision of the relief staff), hearing officer for inmate grievances, or statewide responsibility for transportation/court program.  A class incumbent is responsible for monitoring the implementation of policies and procedures and the enforcement of rules and regulations. A class incumbent is responsible for resolving operational, staffing, or inmate/detainee problems which arise and for informing superior of all incidents and events and the resolution of same. An incumbent reviews and recommends new or revised facility operating procedures to insure safety, security and orderly functioning of the facility. An incumbent reviews and approves all reports prepared by subordinate staff such as disciplinary, investigations, incidents, inmate grievances and employee performance to ensure accurate, timely reporting of information and facts. An incumbent may be assigned responsibility for conducting disciplinary hearings for inmates charged with infractions of the correction code of penal discipline which involves the conduct of non-judicial administrative proceedings to determine if substantial evidence exists to find an inmate guilty of a rule violation. An incumbent may be responsible for scheduling of correctional staff for all shifts to include scheduling of leave time in order to ensure sufficient security staff needed to provide for normal operation of the facility and safe and secure environment for staff. A class incumbent plans, assigns, reviews and evaluates the work of assigned staff ensuring adherence to policy, procedures and resolution of problems related to employee discipline and care/custody of inmates/detainees. A significant aspect of the work involves establishing effective working relationships and inspiring the confidence and cooperation of custody staff and inmates/detainees.

Essential Functions

  • Serves as a shift supervisor or as commander of the control center. Oversees the implementation of policies/procedures and the enforcement of institutional/departmental rules and regulations.  Ensures accurate and consistent interpretation of same.
  • Directs and instructs all custody staff in the performance of assigned duties. Maintains discipline among officers.  Interprets policies, procedures, rules and regulations to officers.
  • Plans and schedules work assignments, regulating vacations, approving overtime and scheduling relief officers in order to maintain and adequate complement of custody staff for critical posts and areas.
  • Makes regular inspections of buildings, grounds, cell blocks and other areas of the facility.
  • Oversees the taking of periodic counts of inmates/detainees. Receives, reviews and records same.  Investigates any discrepancies to ensure accurate counts are maintained.
  • Conducts disciplinary hearings and investigations regarding alleged rule violations by inmates. Prepares decision and submits to superior for approval.
  • Staffs or assists in staffing the control room during emergencies.
  • Serves as arsenal administrator, maintains necessary weaponry and ammunition and assures a state of readiness in the event of an emergency. Responsible for recall of custody staff in emergencies.
  • Prepares variety of reports regarding staff, inmates/detainees and operations.
  • May act in the absence of the Warden.

Job Requirements

JOB REQUIREMENTS for Correctional Staff Lieutenant
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least eighteen months experience as a Correctional Lieutenant or equivalent experience.
  2. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
