Summary Statement

The class incumbent is responsible for planning, developing, directing, implementing and overseeing the operations of the statewide adult inmate classification system.

  • Administers 23 Interstate Correction Compact contracts.
  • Manages a staff of 14-18 professional, administrative and clerical employees.

Nature and Scope

The class incumbent reports to the Bureau Chief, Adult Corrections and is responsible for directing and coordinating the inmate classification system.  The incumbent is responsible for developing, revising, recommending and implementing policies and procedures governing inmate classification.  Work includes budget preparation and supervision of staff.  The incumbent directs the operation of the classification and reclassification system of inmates assigned to one of over ten security levels.  The incumbent oversees the work of staff who coordinate the review of inmate classification at each of the correctional facilities.  In addition, the incumbent chairs and directs committees concerned with intra and inter institutional assignments and the release of inmates for furlough, special visit and assignments off grounds or for release to work release or supervised custody programs.  The incumbent is responsible for ensuring all institution's comply with classification policies and procedures.  In addition, the incumbent is responsible for overseeing or conducting a review of inmates assigned to protective custody to ensure their protection and to maximum security to insure security level is proper.  The incumbent works closely with Interstate Compact agencies, Department of Justice, Federal Bureau of Prisons, immigration officials, wardens, and various enforcement agencies, regarding inmates housed in or out of State.  The class incumbent directs and participates in the development of training programs related to inmate classification.  In addition, the incumbent participates with other managers in the development of department goals and objectives.

  • Develops, directs and oversees the operation of the inmate classification system for Adult Correction.
     
  • Conducts reviews to insure the compliance of all institutions with inmate classification procedures.
     
  • Conducts research, and makes continuous assessment of the effectiveness of the inmate classification system; identifies problem areas and determines corrective action.
     
  • Provides consultation to administrative and program staff in matters regarding inmate classification.
     
  • Works with department training staff to develop and coordinate instructional programs in inmate classification materials and records.
     
  • Oversees the maintenance of inmate classification materials and records.
     
  • Prepares reports, contracts, and writes federal grant proposals.

  • Knowledge of inmate classification and treatment theory and practices.
  • Knowledge of the principles, and practices of Correctional Management, departmental interrelationships, program planning, administration and evaluation.
  • Knowledge of applicable State and Federal laws, rules, regulations, guidelines, policies, and procedures governing inmate classification and Administration.
  • Knowledge of services comprising treatment programs.
  • Knowledge of the application of analytical and program evaluation methods, techniques, and research methodology.
  • Knowledge of the principles and practices of contract administration.
  • Knowledge of the principles, practices and methods of budget preparation, analysis, administration and control.
    Knowledge of the practices and procedures of recordkeeping and report preparation.
  • Skill in effective written and oral communications.
  • Skill in overseeing, directing and coordinating the operations of the inmate classification system Statewide.
  • Ability to analyze and evaluate the effectiveness of component parts of the inmate classification system.
  • Ability to develop instructional programs, inmate classification procedures and methodology.
  • Ability to identify problems and needs, recommend and implement effective solutions.

Job Requirements

JOB REQUIREMENTS for Inmate Classification Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups, or local governments.
  2. Three years experience in planning, developing, directing, implementing and overseeing the operations of an inmate classification system.
  3. Three years experience in ensuring compliance with regulatory and accreditation standards for secured facilities.
  4. Six months experience in narrative report writing.
