Description of Occupational Work

This class series uses four levels in the Public Safety occupational group, Protection and Security Services occupational series and describes observing and inspecting table games, cage, count room, and surveillance activities and inspecting gaming equipment to determine compliance with applicable laws, rules, regulations, standards, policies and procedures.

Note:  This career ladder series incorporates levels I and II.  The I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels.  Employees may be promoted through the career ladder in accordance with minimum qualifications and promotional standards. Promotional standards, a selection document under separate cover, sets forth the criteria that defines and describes the requirements that must be met at each level.  Advancement of employees through the career ladder is dependent on an agency's/department's operational needs and distribution of work. 

The Gaming Inspector Supervisor and Gaming Inspector Manager levels, although not part of the career ladder, provides competitive opportunity for movement of employees.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.  Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Observes and verifies that rules of the table games are adhered to by casino employees and patrons. 
      
  • Observes and ensures that regulations are being followed in the cage, count room, and surveillance operations. 
     
  • Observes and ensures that the table drop is done properly and drop boxes are transported safely to the count room. 
     
  • Observes and ensures that the table games soft count is properly accounted for.
     
  • Verifies table inventory discrepancies over one hundred dollars. 
     
  • Inspects table game equipment and reserves; approves use prior to being used on the casino gaming floor.
     
  • Checks that gaming facility employees possess valid licenses and displays badges properly.
     
  • Documents patron complaints and disputes regarding application of rules and operation of games not resolved by casino staff.
     
  • Reviews gaming facility self reports of regulatory violations.
     
  • Interprets and applies applicable laws, rules, regulations, standards, policies and procedures.
     
  • Maintains and updates records and logs and prepares a variety of reports.

Levels of Work

Gaming Inspector I

This is the entry level of table gaming inspection work.

  • Reports to a technical supervisor.
  • Completes formal and on-the-job training in gaming inspection to determine compliance of applicable laws, rules, regulations, standards, policies and procedures.
  • Assists in inspecting table games, cage, count room, and gaming surveillance operations and gaming equipment.
  • Contacts include gaming patrons, gaming industry employees and officials, vendor representatives and law enforcement personnel.

Gaming Inspector II

This is the full performance level of table gaming inspection work.

  • Reports to a technical supervisor.
  • Performs the full range of Essential Functions.
  • Provides guidance and training to other Inspectors.
  • May recommend changes in inspection procedures.
  • May conduct special studies relating to inspection of table games and related activities.
  • Contacts include gaming patrons, gaming industry employees and officials, vendor representatives and law enforcement personnel.

Gaming Inspection Supervisor

This level is responsible for supervising table gaming inspection work.

  • Reports to a technical supervisor.
  • Supervision is exercised over at least two or more merit full time positions per the Merit Rules.  The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
  • Ensures proper inspection of gaming activities and equipment and compliance of applicable laws, rules, regulations, standards, policies and procedures.
  • Analyzes procedures regarding table games, cage, count room, and surveillance activities.
  • Handles unresolved complaints between patrons and casino staff regarding internal control issues by explaining the rules of the game.

Gaming Inspection Manager

This is the management level responsible for the 24-hour 7-day gaming inspection operations at gaming facilities statewide.

  • Reports to the Assistant Director, Table Games.
  • Supervises, through subordinate supervisors, a large group of technical staff.
  • Evaluates the operations of gaming facilities to determine areas most needing focus.
  • Ensures efficient application of staffing and training to achieve objectives.
  • Establishes short and long term goals, objectives and priorities in accordance with the overall mission.
  • Ensures criminal matters are referred to the Department of Safety and Homeland Security’s Division of Gaming Enforcement.
  • Oversees and may intervene in unresolved patron complaints.
  • Contacts include gaming patrons, gaming industry employees and officials, vendor representatives, law enforcement personnel, other Lottery management and officials, and Division of Gaming Enforcement employees.

  • Knowledge of potential incompatible functions at table games.
  • Knowledge of recordkeeping practices and procedures.
  • Ability to conduct compliance inspections.

  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with gaming patrons, gaming industry employees and officials, vendor representatives, and law enforcement personnel.

In addition to the above Knowledge, Skills and Abilities, the Gaming Inspection Supervisor requires:

  • Knowledge of supervisory principles and practices.
  • Ability to analyze procedures regarding table games, cage, count room, and surveillance activities.
In addition to the above Knowledge, Skills and Abilities, the Gaming Inspection Manager requires:
  • Knowledge of management principles and practices.
  • Skill in analyzing and evaluating the operations of gaming facilities to determine areas most needing focus.
  • Skill in making recommendations and changes regarding operations to superiors.
  • Skill in developing inspection policies and procedures.
  • Ability to establish goals, objectives and priorities.

JOB REQUIREMENTS for Gaming Inspector II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. One year experience in regulatory or gaming compliance work.
  2. One year experience in ensuring compliance with laws, rules, regulations, standards, policies and procedures.
  3. One year experience in record keeping.
  4. One year experience in narrative report writing.
