Description of Occupational Work

Juvenile Probation and Parole Officers provide community supervision and support to youth, with a high risk to recidivate, in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Supervision focuses on ensuring youth receive appropriate rehabilitative services that promote positive outcomes for youth and their families, minimize the risk of re-offense, and increase community safety. 

Primary work of this class series encompasses performing probation and parole duties including frequently partnering with law enforcement agencies and special task forces, apprehending youth that have absconded from probation supervision or have active capiases/warrants, conducting investigations, arrests, and searches, as well as transporting and escorting youth.

The roles of juvenile probation officers and case workers are distinct, but complementary, with some overlapping duties. Work of this class series is differentiated due to the nature of supervision and support provided, which requires that all officers complete specialized probation and parole officer training, are armed, and possess arrest and search/seizure authority.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Provides community supervision and support to youth with a high risk to recidivate, requiring the employees to be armed and possess arrest and search/seizure authority. Interactions often involve hostile and/or volatile situations and sensitive matters.

  • Coordinates and partners with law enforcement on intelligence inquiries with a goal of maintaining safety of the youth and the community.

  • Conducts investigations by interviewing individuals to obtain information, reviewing client history, gathering evidence, and documenting and reporting findings, including possible probation and aftercare violations. May request a warrant for arrest, search, or seizure and/or assist law enforcement in executing a warrant.

  • Apprehends youth that have absconded from probation supervision or have active capiases/warrants.

  • Monitors client activities to ensure compliance with the conditions of probation through regular contact including face-to-face field visits and curfew checks, office appointments, electronic monitoring, and telephone contact.  

  • Conducts high-risk transport for juveniles in secure care custody.

  • Attends court hearings to answer questions, make recommendations, and present progress reports, including providing testimony.

  • Prepares and updates a variety of records and reports and performs case management support.

  • Provides referrals to applicable resources and monitors compliance with required activities and services. 

  • Uses automated information systems and computer software to research, review, evaluate, and report on case data.

  • Performs other related duties as required.

Levels of Work

Juvenile Probation and Parole Officer

This is experienced level Juvenile Probation and Parole Officer work, responsible for providing community supervision and support to youth, with a high risk to recidivate, in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. Employees are armed and possess arrest and search/seizure authority, requiring completion of specialized probation and parole officer training. Work at this level includes independently performing the full range of Essential Functions, under minimal supervision.

  • Receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Independently provides probation and parole support to the most at-risk youth and resolves complex or unusual challenges and issues.
  • May lead paraprofessional, professional, or administrative support staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction. 
  • Communicates effectively with clients and their families, staff, law enforcement, court officials, and community resource contacts to ensure compliance with the conditions of probation and/or parole and that youth receive appropriate rehabilitative services.  
Juvenile Probation and Parole Officer Supervisor

This level supervises Juvenile Probation and Parol Officers, responsible for providing community supervision and support to youth, with a high risk to recidivate, in compliance with the terms of court-imposed conditions of probation, aftercare, or pre-adjudication supervision. In addition to work performed at the Juvenile Probation and Parole Officer level, employees perform and supervise juvenile probation and parole work, resolve escalated issues, and ensure the proper training and development of staff. Employees are armed and possess arrest and search/seizure authority, requiring completion of specialized probation and parole officer training.

  • Receives minimal supervision from an administrative or technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Supervises unit staff and activities, provides technical guidance and recommendations on probation and parole work, approves reports, and resolves escalated challenges and issues. Supervision is exercised over two or more merit full-time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Evaluates unit priorities and performance, and makes recommendations for improvements.
  • Provides input in the development, revision, and implementation of division goals, objectives, programs, policies, and procedures.
  • Communicates effectively with clients and their families, staff, law enforcement, court officials, and community resource contacts to resolve escalated issues and ensure effective probation and parole support.

In addition to the above Knowledge, Skills, and Abilities, the Juvenile Probation and Parole Officer Supervisor requires:

  • Knowledge of state, federal, department, and division laws, rules, and regulations on probation and aftercare programs.
  • Skill in providing technical guidance and recommendations to staff and others on probation and parole work.
  • Skill in ensuring compliance of unit work with applicable best practices, laws, rules, regulations, standards, policies, and procedures.
  • Ability to resolve escalated issues and challenges.
  • Ability to set unit priorities, performance standards, and monitor outcomes.

Job Requirements

JOB REQUIREMENTS for Juvenile Probation and Parole Officer Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree or higher.
  2. Two years’ experience in probation and parole work such as motivating and ensuring offenders comply with terms of court-imposed probation or conditions of release from a state institution including arrests and searches or similar law enforcement experience.
  3. Two years’ experience in conducting investigations such as conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  4. Coursework, training and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
  5. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
