Description of Occupational Work

This class series uses seven levels of work in the Labor, Trades and Crafts Occupational Group, Trades Services Series and describes work in the printing and graphics design field. Work involves setting up, adjusting, operating and maintaining printing and finishing equipment used to produce a variety of high quality, single or multicolored printed materials. Work also includes planning, designing, creating and producing artistic visual materials, utilizing various methods, techniques and equipment for publications, exhibits, outdoor signage, displays, brochures and other informational/educational media. The work includes working with customers and/or contractors in order to acquire/meet the customer's needs, deadlines, budget constraints and produce top quality and attractive materials. 

Note:  The career ladder incorporates Graphics and Printing Technician levels I, II, III and IV; therefore, all positions allocated into the Graphics and Printing Technician career ladder are classified at the IV level (highest level in the career ladder). The Graphics and Printing Technician I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels. To implement the career ladder, current employees are assigned to the level for which they meet minimum qualifications and promotional standards.  Employees are promoted through the career ladder in accordance with promotional standards. The promotional standards, a selection document under separate cover, sets forth the criteria that defines and describes the requirements that must be met at the various levels.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Applies printing, graphic design and/or photography principles, practices, methods, techniques and processes to produce professional, high quality materials which involves such activities as original artwork/design, layout, paste up, electronic typesetting/desktop publishing, printing equipment set up and adjustment, applying inks and fountain solutions, taking and developing photographs, stripping negatives, processing plates, electronic file conversion/transfer, transferring/manipulating images, and bindery.
     
  • Uses various tools, equipment, supplies and materials such as computers, various software packages, drafting/drawing tools, chemicals, inks, paints, cameras, scanners, printing equipment and/or finishing equipment to produce professional, high quality and appealing materials.
     
  • Produces materials such as pamphlets, displays, exhibits, booklets, photographs, brochures, maps, letterhead, forms, posters, reports, signs, illustrations, charts, graphs, vehicle markings, business cards, and certificates.
     
  • Works with customers in order to provide technical assistance, acquire/meet their needs, deadlines, and budget restraints and produce top quality and attractive materials.
     
  • Cleans and maintains equipment and tools.
     
  • May research subject to obtain information/perspective.
     
  • Maintains/updates records/logs of status of projects, production count, supplies/equipment used, equipment maintenance/cleaning performed, and related activities.

Levels of Work

Graphics & Printing Technician I

This is the entry level for the printing series acquiring a working knowledge of applicable methods, techniques and equipment through on-the-job training and/or by attending Division/Department approved training courses.

  • Receives close supervision.
  • Assists higher level Technicians in fundamental processes related to operating printing equipment for producing routine, basic set up, usually repetitive jobs.
  • Learns to use bindery/finishing equipment and operates the equipment as required by the work order.
  • Learns and performs basic maintenance of printing and bindery/finishing equipment.

Graphics & Printing Technician II                

This level has a working knowledge of bindery/finishing and printing and/or graphic design. Positions typically report to a technical superior.

  • Receives less supervisory guidance and direction than at the I level.
  • Performs graphic design, layout, paste up, camera, typesetting work and/or operates printing equipment producing routine, basic set up, usually repetitive jobs.
  • Assists higher level Technicians in graphics and/or printing processes at the full performance level.  
  • May operate a variety of bindery/finishing equipment such as cutters, collators, trimmers, drill press, folders, stapler, shrink wrap.
  • Performs basic maintenance of printing and finishing equipment.

Graphics & Printing Technician III

This describes full performance level work. Positions report to a technical or administrative superior. 

  • Full performance (full range of printing, graphic design and/or photography activities).
  • Receives general supervision.
  • Performs maintenance and adjustments such as adjusting/replacing belts and repairs to printing equipment such as changing sucker feet.
  • Determines type and quantity of supplies needed to complete assigned jobs.
  • Contacts are typically with customers such as agency staff, other state agencies, legislators and their staff for the purpose of receiving requests, ascertaining their needs and providing technical assistance.

Graphics & Printing Technician IV

This describes advanced level work. Positions report to a technical or administrative superior.

  • Performs complex/state-of-the-art printing, graphic design and/or photography activities.
  • Identifies potential equipment problems through observation, replaces parts and troubleshoots equipment malfunctions by performing stop-gap adjustments on printing equipment to allow production to continue until vendor repairs are made.
  • May provide on-the-job training and technical guidance and direction to lower level personnel, seasonals, volunteers and/or interns.
  • May develop or oversee development of bid specifications, secure waivers, recommend contractors, provide direction on assigned projects and monitor their work/progress/project cost/deadline/compliance with contracts and state bid laws.
  • Identifies and recommends cost efficient and effective methods of production. Researches new equipment and upgrades, supplies and materials and make recommendations.
  • Contacts are typically with customers such as agency staff, other state agencies, community groups, councils, legislators and their staff and vendors for the purpose of receiving requests, ascertaining customers’ needs, providing technical assistance and monitoring contractual work.

Graphics and Printing Foreman

This is lead level work overseeing the print shop operations and participating in the operating of printing equipment. Positions report to an administrative superior.

  • Prioritizes, schedules and oversees printing work to ensure high quality in a timely and cost efficient manner.
  • Trains and oversees the work of Graphics and Printing Technicians by assigning/reviewing work, providing input into performance evaluations and participating on hiring committee.
  • Recommends acquisition of supplies, equipment and maintenance contracts, reviews/approves completed work orders for billing purposes, and recommends printing fee rates.    
  • Prepares reports and maintains records such as production, equipment maintenance, supplies.
  • Contacts are typically with agency staff and vendors for the purpose of receiving/reviewing requests, ascertaining customers needs, providing technical assistance and monitoring contracts.

Graphics and Printing Supervisor

This is the first supervisory level in the series. Positions report to an administrative superior.

  • Supervises technical staff. Supervision is exercised over at least two or more merit, full time positions (per the Merit Rules). The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training and recommending hire, fire and discipline. Supervision must include responsibility, as needed, for providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals and resolving informal grievances.
  • Evaluates printing requests with customers and recommends design and cost savings opportunities.
  • Plans, schedules and coordinates work and resources to ensure timely completion and high quality standards are met and prepares cost estimates. 
  • May develop, justify, recommend and monitor annual budgets.
  • Researches and recommends the acquisition of equipment, supplies, materials and maintenance contracts.
  • Ensures all equipment is properly maintained by staff and vendors.
  • Maintains/compiles records of costs, production, time, inventory, and supplies and prepares reports.
  • Contacts are typically with customers such as legislators, their support staff, other state agencies and vendors for the purpose of receiving/reviewing requests, ascertaining customers’ needs, providing technical assistance and monitoring contracts.

Support Operations Manager  

This level is responsible for planning, administering and evaluating the overall operations of support functions such as printing, graphics design, copier management. Positions report to an administrative superior.

  • Supervises, directly or through subordinate supervisory staff, professional, technical and/or clerical personnel.
  • Develops, recommends and implements strategies, policies, procedures and systems for effective support operations.
  • Prepares and conducts presentations to State agencies, institutions and school districts on the variety of services provided by the Division.
  • Develops, justifies, recommends, monitors and controls operating and capital budget.  
  • Participates in developing specifications/contracts with Division of Purchasing for state copiers and paper supplies, monitors vendor compliance and provides data regarding non-compliance.
  • Works with consultants regarding information management system enhancements and problems.
  • Contacts are typically with agency officials, other state agencies, institutions, school districts and vendors to promote services and provide efficient and effective services.

In addition to the above Knowledge, Skills and Abilities, the Graphics and Printing Technician III requires:

In addition to the above Knowledge, Skills and Abilities, the Graphics and Printing Technician IV requires:

In addition to the above Knowledge, Skills and Abilities, the Graphics and Printing Foreman requires:

  • Knowledge of the policies/procedures regarding contracting and purchasing.
  • Ability to prioritize, schedule, assign and review the work of lower level personnel.
  • Ability to oversee the print shop operations and personnel.

In addition to the above Knowledge, Skills and Abilities, the Printing Services Supervisor requires:

  • Knowledge of the principles and practices of supervision.
  • Skill in planning, scheduling and coordinating work and resources.
  • Ability to motivate subordinates and develop skills to their maximum potential.

In addition to the above Knowledge, Skills and Abilities, the Support Operations Manager requires:

  • Knowledge of budget and contract administration.
  • Knowledge of the methods and techniques used to compile, analyze and interpret financial and production data.
  • Knowledge of applicable laws, rules, regulations and procedures pertaining to assigned support functions.
  • Ability to evaluate and analyze policies, procedures, operations and systems and recommend and implement changes.
  • Ability to ensure that sound support operations management and methods are used to ensure fiscal solvency.

Job Requirements

JOB REQUIREMENTS for Graphics & Printing Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in graphics and printing work such as planning, designing, creating and producing artistic visual materials, utilizing various techniques and equipment for the development of informational/educational media such as publications, exhibits, outdoor signage, displays and brochures.
  2. Six months experience in maintaining and adjusting graphics and printing equipment such as digital or off set printers, graphic design equipment, finishing equipment, sign production equipment or machinery. 
  3. Six months experience in researching, analyzing, and writing bid specifications.
  4. Six months experience in estimating cost, time and materials for projects.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
