Description of Occupational Work

This class series uses three levels in the Labor, Trades and Crafts occupational group, Trades Services occupational series and describes work in the vocational trades field. Work involves overseeing and instructing inmates in vocational trades such as carpentry, auto mechanics, furniture repair, refinishing, reupholstering, plumbing, printing, cement and concrete, bricklaying, computer technology and welding. Work also involves the security, custody and control of inmates.

Note: This career ladder series incorporates levels I and II.  The I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels. Employees may be promoted through the career ladder in accordance with minimum qualifications and promotional standards. Promotional standards, a selection document under separate cover, sets forth the criteria that defines and describes the requirements that must be met at each level. Advancement of employees through the career ladder is dependent on an agency's/department's operational needs and distribution of work. 
The III level, although not part of the career ladder, provide competitive opportunity for movement of employees. 

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Instructs and oversees inmates in vocational trades in a classroom, workshop and/or in a vocational trades shop or construction site.
     
  • Instructs inmates in the proper use of power equipment and hand-tools.
     
  • Instructs and oversees inmates in the cleaning, lubricating and adjustment of equipment and tools.
     
  • Enforces rules, regulations, policies and procedures.
     
  • Maintains discipline, order, and security in assigned locations.
     
  • Prepares various reports and maintains accurate records.
     
  • Maintains an effective working relationship with inmates by inspiring their confidence and cooperation.

Levels of Work

Correctional Officer/Trades Instructor I

This is the first level in the series responsible for performing the full range of essential functions.

  • Receives close supervision from a technical superior in security responsibilities. 
  • Contacts include inmates and agency staff for the purpose of establishing effective working relationships.


Correctional Officer/Trades Instructor II

This is the full performance level in the series.

  • Reports to an administrative or technical superior.
  • Maintains security, custody and control of inmates engaged in a vocational training program or in a construction/renovation project.
  • Assigns, reviews and evaluates the work of inmates while coordinating the completion of projects according to set deadlines.
  • Assists in the development of training programs by preparing training outlines for specific tools and production processes, developing assessment tools for those processes and integrate these outlines into the overall instructional training program.
  • May instruct inmates in the operation of heavy equipment such as backhoes, loaders and cranes.
  • Contacts include the general public, vendors and State and local agency personnel.


Correctional Officer/Trades Instructor III

This is the lead level in the series responsible for supervising the daily operation of a vocational trades shop or construction/renovation project.

  • Organizes a vocational trades program consisting of practical and technical instructions and demonstration of skill.
  • Trains and instructs inmates in one or more vocational trades or related support activities in a workshop or on-the-job setting. Tests and evaluates inmate achievements in technical knowledge and trade skills.
  • Provides inmate and facility security; conducts searches of inmates, vehicles and buildings for prohibited items such as tools, weapons, drugs and alcohol.
  • Prepares job estimates which includes estimating labor, materials and cost of jobs; prepares work orders and schedules projects.
  • Participates in the budget preparation by recommending new equipment and tools.
  • Maintains records and prepare reports pertaining to inmates, inventory and procurement of supplies and equipment.
  • Purchases supplies, materials and equipment in accordance with policies and procedures.
  • Contacts include agency staff, the general public, vendors, State and local agency personnel for the purpose of responding to inquiries and complaints from customers relating to production and services.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA's listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.
  • Knowledge of generalized principles, practices and methods used in various vocational trades.
  • Knowledge of the materials and equipment used in vocational trades.
  • Knowledge of correctional security procedures and techniques.
  • Knowledge of facility and departmental rules, regulations, policies and procedures.
  • Knowledge of the techniques of self-defense, firearms and detection of weapons and contraband.
  • Knowledge of recordkeeping and report writing practices and procedures.
  • Ability to supervise and instruct inmates in vocational trades.
  • Ability to establish and maintain effective working relationships with inmates and agency staff.
In addition to the above knowledge, skills and abilities, the Correctional Officer/Trades Instructor II requires:
  • Skill in the techniques of self-defense, firearms and detection of weapons and contraband.
  • Skill in the observation of inmate activities and detection of unusual or prohibited behavior which may be a security threat.
  • Skill in planning, scheduling, and following-up on work orders.
  • Skill in the safe operation and maintenance of related tools and equipment.
  • Skill in the application of standard principles, practices, methods, materials and tools of the trade.
  • Skill in supervising and instructing inmates in vocational trades.
  • Ability to enforce institutional rules, regulations, and disciplinary measures with firmness and impartiality.
In addition to the above knowledge, skills and abilities, the Correctional Officer/Trades Instructor III requires:
  • Skill in the development, presentation and supervision of vocational training programs.
  • Skill in the supervision of inmates.
  • Skill in providing security and conducting searches of inmates, vehicles and buildings for such prohibited items such as tools, weapons, drugs, and alcohol.
  • Ability to plan programs and projects and instruct and supervise inmates in vocational trades.

Job Requirements

JOB REQUIREMENTS for Correctional Officer/Trades Instructor II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least 19 1/2 years of age.
  2. Possession of a High School Diploma or equivalent.
  3. Six months experience in vocational trades such as carpentry, plumbing, furniture repair, auto mechanics, computer technology or printing.
  4. Knowledge of presenting training courses using a variety of training methods such as lecture, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
