Description of Occupational Work

This class series uses two levels in the Health and Human Services occupational group, Health Care Support Services occupational series and describes administrative and/or health care support work to locate, control and eradicate communicable diseases and/or health hazards.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Plans and participates in selective or multiphasic screening surveys to identify cases of communicable diseases/health hazards.
     
  • Conducts field investigations which includes on-site and office interviews to obtain information to locate exposed individuals and recommends and/or implements necessary follow-up measures.
     
  • Takes samples of blood and body fluids and may perform clinical tests.
     
  • Locates individuals exposed to infected patients through confidential investigative techniques.
     
  • Contacts private health care providers to ensure rapid case reporting and refers for treatment and/or examination.
     
  • Counsels patients and individuals in high risk target groups to reduce potential spread of communicable disease/health hazards by obtaining named contacts.
     
  • Prepares confidential statistical and narrative reports.
     
  • Provides educational programs to groups and organizations.

Levels of Work

Health Program Representative
This is the first level of Health Program Representative work. 
  • Performs the full range of essential functions.

Senior Health Program Representative
This is the second level of Health Program Representative work.
  • Attends specialized training in a specific area.
  • Develops and provides educational programs to groups and organizations and provides technical assistance to staff as needed.
  • May supervise administrative support staff.
  • May recommend program changes.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA's listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.
  • Knowledge of government regulations regarding the monitoring, control and eradication and reporting requirements of communicable diseases/health hazards.
  • Knowledge of interviewing and investigative techniques.
  • Knowledge of the etiology of communicable diseases/health hazards.
  • Knowledge of basic medical terminology.
  • Knowledge of methods and techniques used to take blood and body fluids and perform clinical tests.
  • Knowledge of methods and techniques of data collection, interpretation and report writing.
  • Skill in interviewing and extracting information of a sensitive nature from persons of varied socio-economic backgrounds.
  • Skill in investigative procedures.
  • Skill in taking samples of blood and body fluids.
  • Skill in counseling clients on issues of a sensitive nature.
  • Ability to collect and interpret data and complete accurate reports.
  • Ability to establish and maintain effective working relationships with others.
In addition to the above knowledge, skills and abilities, the Senior Health Program Representative requires:
  • Knowledge of supervisory techniques.
  • Ability to coordinate, assign and supervise clerical and other staff.

Job Requirements

JOB REQUIREMENTS for Health Program Representative
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Six months experience in eliciting and assessing information to make referrals or provide additional information to others.
  2. Six months experience in data collection which includes collecting, compiling and maintaining data from multiple sources such as files, records, databases, customers, staff or others.
  3. Six months experience in record keeping.
  4. Knowledge of narrative report writing.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
