Summary Statement

An incumbent is responsible for administrative direction and management of public health services and preventative health information for the Center for Health Information Management and Disease Prevention.

Nature and Scope

The incumbent reports to the Division Director and/or Deputy Director of Public Health and will serve as the senior policy advisor.  Incumbent is responsible for planning, organizing and directing, through subordinate managers and supervisors, the public health services for the Center of Health Information Management and Disease Prevention that includes the Health Promotion and Disease Prevention Section and the Health Information Management and Epidemiology Section. Significant aspects of this class will be directing two DPH sections that are highly technical and have differing levels of expertise that cover critical core public health functions such as assessment of health data, health promotion, disease prevention programs and activities, communicable and chronic disease, bioterrorism, vital statistics, nutrition and wellness. The incumbent will have responsibility for developing long and short range projections and in monitoring allocations and expenditures of budgets and in overseeing the development of grants and contracts. 

Essential Functions

  • Directs, plans and coordinates all health related services involving multiple programs, staff and fiscal activities for the Center for Health Information Management and Disease Prevention that includes two Public Health sections: Health Promotion and Disease Prevention and Health Information Management and Epidemiology i.e. communicable and chronic disease, nutrition, health statistics, infectious disease, bioterrorism, rabies and cancer.
     
  • Develops and implements strategies, policies, and standards that integrate program activities for all health information that impact program and plans throughout the Division and for the Center for Health Information Management and Disease Prevention. 
     
  • Researches and interprets data and outside reports to advise Division Director, Deputy Director and other state officials on issues of concern regarding health issues in Delaware. Assist in formulating policy to guide decision making relative to these issues.
     
  • Recommends and implements adequate dissemination of public information of urgent health concerns such as SARS, bioterrorism and environmental threats based on documented protocols.
     
  • Serves as a senior policy advisor to the Division Director, Deputy Director and represents the Division through media relations, meetings and with elected officials.

Job Requirements

JOB REQUIREMENTS for Public Health Administrator III 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher.
  2. Three years experience in public health administration which includes ensuring that public health policies, procedures and operational plans are implemented to provide overall direction of all activities involving public health programs, services, budgets, state and federal funding, resources, staff and fiscal requirements to meet goals and objectives and to ensure compliance with applicable public health laws and regulations.
  3. Three years experience in public health planning which includes analyzing and evaluating public health programs, projects, and policies, interpreting research studies and health trends which includes qualitative and quantitative analysis of health data to develop strategies and policies and advise department and state officials on public health concerns. 
  4. Three years experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. 
  5. Three years experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
  6. Three years experience in grant management and control which includes monitoring and evaluating grant expenditures.
  7. Three years experience in policy administration which includes planning, developing, implementing and evaluating policies and procedures.
  8. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
