Summary Statement

The class incumbent supervises the provision of child care licensing services on a regional basis, formulates child care licensing regulations, policy and procedures.

Nature and Scope

An incumbent in this class works under the general supervision of the Chief Licensing Services Administrator and is responsible for supervising staff and resolving complex problems referred by subordinates. An incumbent reviews and recommends approval of recommendations for licensure. Work includes development and recommendation of child care licensing regulations, policy and procedures. An incumbent supervises preparation of requests for proposals, negotiates contracts, and drafts language for new regulations, policy and proposed legislation based on documented needs and/or identified service gaps. An incumbent undertakes special department projects and oversees divisional, departmental or statewide committees and/or task forces.

  • Directs, trains and supervises the work of staff in the licensure of child care facilities in order to ensure compliance with the law and applicable regulations.
     
  • Provides technical assistance to staff and resolves or clarifies any complex problems that arise in the licensure of child care facilities.
     
  • Reviews all recommendations for licensure, analyzes problems and determines course of action as needed.
     
  • Develops and recommends licensing programs and related regulations, policy, procedures and proposed legislation designed to meet departmental objectives in accordance with federal/state law and regulations; periodically reviews for effectiveness.
     
  • Directs complaint investigations and preparation of reports for adverse actions to ensure the appropriate enforcement of child care regulations.
     
  • Supervises development of requests for proposals, reviews responses to RFP's and recommends selection of best qualified service providers; negotiates contracts.
     
  • Prepares budget documents with recommendations for allocation of resources.
     
  • Chairs or represents Unit, Division and/or Department on task forces and committees.
     
  • Provides lectures to community organizations and educational institutions regarding child care licensing.
     
  • Interprets licensure to the public and provides testimony at public hearings related to child care.

  • Knowledge of principles, practices, and techniques of regulatory administration related to child care licensing.
  • Knowledge of State laws and regulations related to child care and child abuse/neglect.
  • Knowledge of principles and practices of administration and supervision.
  • Knowledge of State, Federal and departmental programs and state and federal regulations for family and children's services.
  • Skill in communication, policy interpretation and problem analysis and resolution.
  • Ability to interpret, explain and implement applicable rules and regulations governing child care.
  • Ability to motivate and supervise subordinates.
  • Ability to communicate sensitive issues effectively.
  • Ability to organize workload among staff considering capabilities, limitations, organization structure and Department policy and procedures.
  • Ability to direct licensure, complaint investigation, technical assistance and enforcement functions performed by staff.

Job Requirements

JOB REQUIREMENTS for Child Care Licensing Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Education, Behavioral or Social Science or related field. 
  2. Three years experience in program evaluation which includes evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
  3. Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in childhood development program design and implementation.
  5. Six months experience in narrative report writing.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
  7. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
