A class incumbent performs social service administration work overseeing the functional and administrative operations and implementation of statewide social service programs and/or special projects assisting the Director or Deputy Director in the areas of policy interpretation, rules and regulation compliance, budget preparation, legislation drafting and revision, developing and providing media information and representing the division on statewide task forces and committees.
Nature and Scope
The incumbents report to the Division Director or Deputy Director and is responsible for reviewing program objectives, policies and procedures, designing methods of implementation, reviewing administrative staff reports and federal and state reviews and audits to monitor effectiveness and efficiency of programs and/or services. An incumbent participates in drafting legislative proposals for new programs and analysis and reviews existing proposals to determine impact on current programs. An incumbent develops and coordinates budget proposals for the division's operating budget for specific areas of responsibility, and oversees the development and maintenance of provider contracts. Work includes maintaining the federally imposed quality control error rate standards and developing error rate reduction action. In addition incumbents analyze diverse, complex funding and eligibility issues and direct administrative staff by establishing priorities and goals and providing administrative and technical guidance. An incumbent develops and writes executive summaries for the Director and Department Secretary, develops fiscal and program impact analysis, and writes monthly and annual reports, corrective action and implementation plans, responses to complaints from providers, clients, Federal and State Legislatures/agencies and the general public. Work includes serving as liaison with other divisions provider, community and community agencies. The ability to address issues, coordinate interdivisional and/or interdepartmental activities, write and develop press releases and media information, arrange meetings, obtain speakers, and make presentations at the request of superior, agencies and organizations is a significant aspect of this class.

Provides interpretation, implementation and communication of state and federal regulations to statewide, regional and administrative staff.
Develops and coordinates budget proposals for division's operating budget.
Recommend need for policy and procedure revisions in order to accomplish program objectives, meet client's needs.
Supervises, reviews, evaluates, coordinates, and prioritizes the work of staff and make recommendations on hiring and disciplinary action.
Monitors hearings and grievances to assure client/employee provider complaints are processed in accordance with time standards and decisions are in accordance with policy.
Maintains/negotiates contractual agreements, develops proposal requests to implement provisions of state and federal regulations and/or to provide program services.
Monitors program service effectiveness through federal/state program reviews, statistical reports, and analyzes and develops corrective action.
Assesses current operations and regulation requirements for applicability to computerization and develop maintenance request to instruct programmers on steps needed to offset changes.
Chairs statewide committees, task forces, arranges meetings, coordinates interdivisional projects, develops press releases, provides information to media and prepares various analytical and statistical reports.

Skill in applying principles and practices of social work and administration to the development of operating budgets, program evaluation criteria, organizational management, formulation of program objectives and implementation of policy and procedure.
Skill in interpreting, applying and explaining laws, rules and regulations governing social service programs and agency requirements.
Ability to establish and maintain effective working relationships with federal regulatory personnel, representatives from community, health and social organization/agencies and the public.
Ability to communicate effectively orally and in written form, address issues, prepares summaries, reports and make presentations.
Ability to analyze situations, evaluate information and recommend courses of action.
JOB REQUIREMENTS for Social Service Chief Administrator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
Three years experience in developing policies and procedures.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
