Description of Occupational Work

This class series uses four levels of work in the Health and Human Services occupational group, Psychology Services occupational series and describes psychology work that involves diagnosing and evaluating mental and emotional disorders of individuals through observation, interview and psychological tests and formulating and administering treatment plans. Employees in this series must possess a valid Psychologist license issued by the Delaware State Board of Examiners of Psychologists.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Selects, administers, scores and interprets a wide variety of psychological tests to measure and evaluate intelligence, achievement, personality, interests and other mental characteristics.
     
  • Interviews and observes individuals at play, in group interactions, or other situations to detect indications of mental deficiency, abnormal behavior, or maladjustment.
     
  • Communicates with public, private and state agencies, community service organizations, courts, schools, police and families in order to develop effective treatment strategies.
     
  • Analyzes information to assess individual problems.
     
  • Evaluates the relevance and importance of psychological theories, concepts and principles.
     
  • Identifies symptoms, makes diagnoses and develops approach to treatment.
     
  • Develops and implements treatment plans, evaluates effectiveness and adapts plans. 
       
  • Engages individuals in assisting in the identification of their emotional problems and in the identification of a variety of interventions to assist in addressing these issues.
  • Provides psychotherapy and other various treatments to individuals, groups and/or families. 
     
  • Conducts psychological practice according to the ethical standards of psychology.
     
  • Writes progress notes and reports regarding test interpretation, evaluation and individual progress.

Levels of Work

Psychologist

This level describes licensed psychology work.

  • Receives general supervision from a technical or administrative superior. 
  • May oversee the work of non-licensed psychologists, student interns and/or other professional employees.
  • Regular contacts are typically with individuals, their families, internal agency staff and others outside the agency, regardless of the method of communication, for the purpose of gathering/analyzing information and advising, counseling or guiding the direction to resolve problems and influence or correct actions and behavior.

Psychologist Supervisor

This is the supervisory level of psychologists.

  • Reports to a technical or administrative superior.
  • Supervises professional, paraprofessional and support staff. Supervision is exercised over at least two or more merit, full time positions (per Merit Rule 5.1460), one of which must be in the professional psychology series and cannot be limited to contractual staff.  The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training and recommending hire, fire and discipline.
  • Studies services and revises operations within scope of authority and recommends other changes to superiors.
  • May participate in performing work of subordinate staff.
  • Regular contacts are typically with individuals, their families, internal agency staff and others outside the agency, regardless of the method of communication, to ensure optimum continuity of care for individuals. 

Psychology Manager

This level is responsible for managing, through subordinate supervisors, a department's psychological services and programs.

  • Reports to a technical or administrative superior.
    Plans, implements, and evaluates a department's psychological services and programs.
  • Supervises, directly and through subordinate supervisors, a group of professional and support staff.
  • Develops and implements plans, services, policies and procedures.
  • Establishes long and short term goals and objectives.
  • May participate in budget preparation and control and contract agreements.
  • Provides specific case consultation or clinical guidance and direction to a variety of people.
  • Regular contacts are typically with internal agency staff and others outside the agency for the purpose of acquiring clinical information, recommending/approving emergency hospitalization/services/payment, providing clinical guidance and direction, identifying and resolving problems/issues, and to ensure good working relationships and goals and objectives are met. 

Clinical and Accountability Director

This level is responsible for managing and providing clinical direction for the restrictive treatment admissions process, clinical and program consultation and assessment and training, and for outcome and program evaluation for the Division of Child Mental Health Services.

  • Reports to the Director of Division of Child Mental Health Services
  • Directs and oversees the conceptual design, implementation and evaluation of service programs.
  • Serves as clinical expert in order to strengthen the professional capabilities of the Division.
  • Manages, through managers and supervisors, a large professional clinical staff. Provides or coordinates the provision of training to ensure continued professional development.
  • Develops, institutes and manages a national advisory panel and coordinates the training activities of the panel.
  • Directs the design and operation of the outcome and program evaluation unit; oversees the development and implementation of a quality control system.
  • Provides clinical and administrative direction to the Division's program consultation and assessment unit.
  • Develops and directs research project activities of the division. Oversees technical aspects of data management system design and operation and the development and application of procedures for the synthesis, selection, and interpretation of data.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA’s listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

  • Knowledge of the theories, principles and practices of psychology.
  • Knowledge of mental illness, deficiency, deterioration and personality disorders.
  • Knowledge of the principles and methods of administering, scoring and interpreting a wide variety of psychological and vocational tests.
  • Knowledge of treatment/service planning and psychiatric rehabilitation methods.
  • Knowledge of psychological research and statistics.
  • Skill in effective means of communication.
  • Skill in performing difficult and complex testing, evaluation, diagnosis and therapy.
  • Skill in psychological research and statistics.
  • Ability to apply psychological principles to therapeutic intervention with individuals, groups and families. 
  • Ability to establish and maintain effective working relationships with a variety of people.

In addition to the above knowledge, skills and abilities, the Psychologist Supervisor requires

  • Knowledge of the principles and practices of supervision.

In addition to the above knowledge, skills and abilities, the Psychology Manager requires 

  • Knowledge of the principles and practices of management.
  • Knowledge of psychological program administration.
  • Skill in performing complex administrative work.

In addition to the above knowledge, skills and abilities, the Clinical and Accountability Director requires

  • Knowledge of program design, implementation and evaluation.
  • Skill in clinical assessment and program evaluation.
  • Skill in psychological research.
  • Skill in statistical analysis.
  • Skill in directing the work of professional staff.
  • Ability to direct the design, implementation and evaluation of child mental health service programs.
  • Ability to establish and maintain effective working relationships with community organizations and interest groups, mental health professionals, national organizations and professional groups.

Job Requirements

JOB REQUIREMENTS for Psychology Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Delaware Psychologist license or eligibility for a Delaware license.
  2. Possession of a Psychologist license for at least three years.
  3. At least two years experience supervising licensed mental health providers.
  4. At least two years post licensure experience working with children or adolescents.
  5. Three years experience in assessment programs, treatment programs or outcome assessment.
  6. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  7. Six months experience in developing policies and procedures.
  8. Knowledge of quality improvement which includes evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations and standards.

Conditions of Hire

As a condition of hire, if the applicant does not possess a Delaware Psychologist license, the applicant must agree as a requirement of employment to obtain a Delaware Psychologist license within 6 months.  Contact agency for more details.  Failure to obtain the Delaware license within this timeframe will result in termination of employment.
