Engineering/Planning/Surveying (EPS) Technicians apply engineering, planning, and/or surveying principles and practices and perform a variety of technician work in support of assigned agency initiatives in areas such as construction, inspection, surveying, design, maintenance, materials and research, traffic, and planning.

Note: Advancement of employees through the career ladder is dependent on an agency’s/department's operational needs and distribution of work. The career ladder incorporates levels I, II, III, and IV; therefore, all positions allocated into the EPS Technician career ladder are classified at the IV level (the highest level in the career ladder). The I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels. To implement the career ladder, current employees are assigned to the level for which they meet job requirements and promotional standards. Employees may be promoted through the career ladder in accordance with promotional standards for those levels assigned to an agency. The promotional standards, a selection document under separate cover, set forth the criteria that identify, measure, and verify successful performance at each level.  

The EPS Technician V, EPS Technician Program Manager I, and EPS Technician Program Manager II, although not part of the career ladder, provide competitive opportunities for movement of employees.  

EPS Technician I
This is entry level engineering, planning, and/or surveying technician work. Employees at this level apply established techniques, procedures, practices, and methods to perform less complex technician assignments under close supervision. 

• Receives close supervision from a technical supervisor; the supervisor provides specific instructions on all assignments, and frequent and detailed review of progress, accuracy, and quality of work. Supervisory advice or assistance is readily available.   
• Performs less complex technician work, which is limited in scope. Assists higher-level technicians.
• Seeks guidance from higher-level staff on work that is outside a range of specified, acceptable procedures, standards, alternatives, and practices.
• Communicates effectively with internal agency staff and others outside the agency to coordinate and gather information.

EPS Technician II
This is experienced level engineering, planning, and/or surveying technician work. In addition to work performed at the EPS Technician I level, employees independently perform the full range of Essential Functions under general supervision.  

• Receives general supervision from a technical supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work. Supervisory advice or assistance is provided as needed. 
• Performs moderately complex technician work, which is broad in scope and requires application of fundamental concepts, practices, and procedures for assigned functional area.
• Reviews moderately complex project plans or portions of complex plans to determine compliance with state and/or federal regulations and design standards.
• Periodically leads staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.
• Ensures quality by assessing technical procedures and practices.
• Communicates effectively with internal agency staff and others outside the agency to exchange or collect information, explain procedures, and gather facts to describe problems to higher-level staff.

EPS Technician III
This is advanced level engineering, planning, and/or surveying technician work. In addition to work performed at the EPS Technician II level, employees apply advanced technician skills in a technician function(s) and may serve as a project lead for complex projects. Work is performed under minimal supervision. 

• Receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
• Performs complex technician work requiring independent analysis to formulate and implement solutions to problems and requires application of advanced concepts. 
• Project lead work involves the accountability for the work product and leading two or more full-time positions by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.
• Prepares progress payments and change orders for approval by higher authorities.
• Provides technical review for manuals, maps, and other general informational publications.
• Participates in meetings and public workshops.
• Performs detailed review of engineering projects.
• Communicates effectively with internal agency staff and others outside the agency to implement engineering, planning, and/or surveying initiatives, educate others in unfamiliar concepts, and identify and resolve problems.

EPS Technician IV
This is expert level engineering, planning, and/or surveying technician work in a specific technician function. In addition to work performed at the EPS Technician III level, employees perform expert technician work in one specific technician function OR supervise a major project OR several complex projects simultaneously.   

• Receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
• Expert technician work involves providing technical expertise in making decisions in the review, analysis, coordination, and delivery of work in an assigned technician function; troubleshoots complex technical problems.
• Develops complex and detailed analytical and technical reports, maps, or other geographic representation of data.
• Resolves contract interpretations and technical problems within the limits of contract documents, policies, and standards.
• Develops or reviews plans, specifications, designs, studies, or surveys.
• Conducts meetings and participates in public workshops.
• May supervise casual/seasonal and/or contractual staff; may also supervise two or more merit full-time positions* (*lower-level positions). The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion. 
• Communicates effectively with other state agencies, federal and state regulatory agencies, legislators, contractors, public organizations and interest groups, and contractors to resolve compliance problems or issues and explain needed modifications to plans or projects.

EPS Technician V
This is the project lead level of engineering, planning, and/or surveying technician work at the division or department level. In addition to work performed at the EPS Technician IV level, employees are responsible for multiple, major projects and making decisions based on current policies, practices, and procedures that impact broader engineering, planning, and/or surveying programs or functions.  

• Receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
• Serves as acknowledged expert (non-managerial) by management, peers, and others, providing technical guidance, consultation, and recommendations on the most complex EPS Technician matters with significant impact on community and agency services.  
• Makes decisions on multiple, major projects based on current policies, practices, and procedures, and escalates the most complex issues or problems to an EPS Technician Program Manager I or higher. 
• Administers multiple complex contracts for compliance with contract terms and specifications, approves progress payments, and recommends approval of final payments.
• Coordinates all facets of multiple, complex projects including the review of site plans and engineering designs.
• May supervise casual/seasonal and/or contractual staff; may also supervise two or more merit full-time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion. 
• Communicates effectively with agency management and contractors regarding on-going projects or activities to resolve compliance problems or issues and to review and explain contract terms, specifications, goals, and objectives.

EPS Technician Program Manager I
This level manages engineering, planning, and/or technician operations at the division or department level.  This level is distinguished from previous levels by managing major programs through EPS Technician positions and/or contractual staff.  Employees act as staff advisor and expert to resolve the most complex issues and escalated problems and represent the State and department as Subject Matter Expert on national and regional committees.  A significant aspect of work at this level includes ensuring division or department engineering, planning, and/or surveying program, project, and operational needs and requirements are met through strategic planning and effective management of resources, budgets, grants, and/or contracts. 

• Receives general direction and guidance from a technical or administrative supervisor in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and manages daily operations. 
• Manages engineering, planning, and/or technician programs by developing, implementing, supervising, evaluating, and overseeing programs, projects, costs, estimates, and resources, and ensuring goals and objectives are met. 
• Makes systems-wide decisions on major programs at the division or department level, and resolves escalated issues or problems. 
• Supervises two or more merit full-time positions and/or contractual staff.  The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion. 
• Represents the State as a Subject Matter Expert in specialty area(s) at meetings, presentations, proceedings, and/or technical committees and provides expert technical direction, guidance, and assistance to division personnel federal/state agencies, industry, and private sector organizations.  
• Participates in the development and implementation of new strategies, initiatives, programs, projects, policies, and procedures that meet individual and organizational engineering, planning, and/or surveying needs and requirements.
• Plans, develops, manages, and reports on contracts, including overseeing the development and negotiation of contracts and bid specifications, managing bid openings, awarding and executing contracts, and/or contract monitoring.
• Prepares program and project assessments, progress reports, and budgetary and special reports upon request. 
• Communicates effectively with agency leadership and contractors to make changes that maximize effectiveness, resolve escalated issues, and ensure individual and organizational goals and objectives are met.

EPS Technician Program Manager II
This level manages large, complex engineering, planning, and/or technician operations at the division or department level. This level is distinguished from previous levels by managing multiple and diverse programs through EPS Technician V and/or EPS Manager I positions that may directly report to this class. Employees have accountability for the technical decisions made, accepted, and implemented with significant impact on division and department operations. Employees at this level serve as the recognized top technical expert for an EPS Technician function on behalf of the Department.   

• Receives general direction and guidance from a technical or administrative supervisor in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and manages operations. 
• Manages multiple and diverse engineering, planning, and/or technician programs by developing, implementing, supervising, evaluating and overseeing programs, projects, costs, estimates, and resources, and ensuring goals and objectives are met. 
• Supervises two or more merit full-time positions and/or contractual staff. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion. 
• Provides daily technical expertise, recommendations, and strategic direction on the most complex topics to leadership and other high-level officials on challenges, advising on technical or operational issues.
• Coordinates with Engineers and agency leadership to draft contracts and budget proposals, or other fiscal activities, and drafts detailed and complex agreements.
• Establishes long and short-term goals and objectives to maximize resources, effectiveness, and compliance with state and federal laws, rules, regulations, standards, policies, and procedures.
• Communicates effectively with agency leadership and contractors to provide expert advice and technical guidance on courses, services, policies, and procedures and to participate in overall division or department strategic planning.

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician IV 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

ADA (American's with Disabilities Act) Compliance:

1. Two years experience in reviewing and performing mathematical calculations to ensure compliance with standards and regulations. 
2. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
3. Three years experience in reviewing and interpreting construction plans and details, schematics or technical drawings to determine compliance with ADA Regulations.
4. One year experience in conducting survey inspections for ADA compliance.
5. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
6. Six months experience in documenting and reporting on ADA compliance to local, State and Federal government.
7. Six months experience in planning, organizing, and providing guidance on on-site sampling, testing, inspection or documentation of construction progress or project completion.
8. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
9. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
   

Bridge Design:

1. Three years experience in developing and reviewing bridge construction plan sets.
2. Three years experience in structural detail preparations used in bridge plan development.
3. Six months experience in reviewing and performing technical calculations for bridge design repair and rehabilitation or small bridge replacement, construction contracts, cost estimates and right of way plan preparation.
4. Three years experience in performing Computer Assisted Drafting and Design (CADD) using software such as MicroStation or AutoCAD.
5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
6. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
7. Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
8. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Bridge Management:

1. Possession of a Bridge Inspector Team Leader Certification as set forth in the U.S. Department of Transportation, Federal Highway Administrations National Bridge Inspection Standards, and Code of Federal Regulation.
2. Three years experience in operating and maintaining bridge inspection vehicles and equipment which includes the under bridge inspection vehicle and bucket truck.
3. Six months experience in PONTIS element level data collection for bridge inspections.
4. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees. 
7. Possession of a valid CDL Class B Driver's License with Airbrake Endorsement or a valid CDL Class A Driver's License (not suspended, revoked or cancelled, or disqualified from driving).  

Construction Inspection:

1. Three years experience in reviewing construction plans and details, schematics or technical drawings to determine compliance.
2. Six months experience in construction design and survey inspections.
3. Six months experience in planning, organizing and directing crews involved in inspection and documentation of construction progress and project completion.
4. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
5. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
6. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
7. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
8. 1. Three years experience in preparing and processing pay estimates and change orders for construction plans.
2. Three years experience in reviewing contracting quantity measurements and payments to ensure compliance. 
3. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
4. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.

3. Three years experience in interpreting standard test procedures, specifications, and plan documents or technical drawings.
4. One year experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
5. One year experience in project management which includes planning, developing, implementing, managing and evaluating projects or testing requirements to ensure objectives are met.

1. Three years experience in surveying which includes collecting survey data for boundary, mapping, topographic, hydrographic, engineering, and construction surveys.
2. Three years experience in measuring existing field locations of dimensions or boundaries of land areas, coastal, pond and river depths and the precise positions of points, lines and grades.
3. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.

4. Three years’ experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
