Description of Occupational Work

This class series uses five levels of work in the Technical Services Occupational Group, Engineering Services Series and describes technical work applying engineering, planning and/or surveying principles and practices to support various engineering/planning initiatives.  Engineering/Planning/Surveying Technicians (EPS Technician) carry out a variety of activities in the areas of construction, inspection, surveying, design, maintenance, materials and research, traffic, and planning.

Note: The career ladder incorporates Technician levels I, II, III and IV where appropriate. Based on the level of technician work applicable to the employing agency and functional area, positions can be allocated up to level III or IV. The Technician I level is to provide entry into the class series but does not preclude hiring at higher levels. To implement the career ladder, current employees are assigned to the level for which they meet minimum qualifications and promotional standards. Employees may be promoted through the career ladder in accordance with promotional standards. The promotional standards, a selection document under separate cover, set forth the criteria that identify, measure and verify successful performance at each level. Advancement of employees through the career ladder is dependent on an agency/department's operational needs and distribution of work. Therefore, all employees may not have the opportunity to advance to the highest level in the career ladder at a given point in time.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state and federal codes and on going maintenance requirements; documents/reports compliance or deficiencies.
     
  • Designs/develops/reviews engineering project/site layouts, alignments, profiles, studies, graphs and other related activities.
     
  • Compiles and records notes, sketches, test results, inspection data and other information to document compliance and/or develop designs, specifications, reports, maps and other geographically based data.
     
  • Conducts various studies to be used by others to analyze needs/develop plans, record characteristics and other related activities.
     
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs and/or ensure compliance.
     
  • Tests/evaluates the quality of materials or designs to verify adherence to contracts and specifications.
     
  • Obtains survey data, such as angles, elevations, points, and contours, using electronic distance measuring equipment and other surveying instruments.
     
  • Calculates/measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
     
  • Operates computer assisted drafting equipment or other tools of the trade.
     
  • Reads and interprets plans, specification, blueprints and other engineering documents.

Levels of Work

EPS Technician I

This is the first level in the technician series. Positions at this level apply established techniques, procedures, practices, and methods to less complex technician assignments. Work is performed under close supervision of a technical superior.

  • Performs less complex technician work, which is limited in scope. Assists higher level technicians.
  • Regular contacts are typically with internal agency staff and others outside the agency, for the purpose of coordinating and gathering information.

EPS Technician II

This is the full performance level in the technician series. Positions at this level report to a technical superior. Work is reviewed periodically for progress.

  • Performs moderately complex technician work, which is broad in scope and requires application of fundamental concepts, practices and procedures for assigned functional area.
  • Reviews moderately complex project plans or portions of complex plans to determine compliance with state and/or federal regulations and design standards.
  • Periodically acts as lead, overseeing, guiding and providing technical assistance to others.
  • Ensures quality by assessing technical procedures and practices.
  • Contacts are for the purpose of exchanging or collecting information, explaining procedures and gathering facts to describe problems to higher level.

EPS Technician III

This is the advanced technician level. Positions at this level apply advanced technician skills in a technician function(s) and may serve as a project lead for complex projects. Positions at this level report to a technical superior. Work is reviewed at critical stages.

  • Performs complex technician work requiring independent analysis to formulate and implement solutions to problems and requires application of advanced concepts. 
  • Project lead work involves the accountability for the work product of two or more full-time equivalent positions.
  • Typical elements of direct control include assigning tasks, monitoring progress and workflow, checking the product, scheduling work, and establishing work standards.
  • Prepares progress payments and change orders for approval by higher authorities.
  • Provides technical review for manuals, maps and other general informational publications.
  • Trains lower level technicians.
  • Participates in meetings and public workshops.
  • Performs detailed review of engineering projects.
  • Contacts are for the purpose of implementing engineering/planning/surveying initiatives, educating others in unfamiliar concepts, and identifying/resolving problems.

EPS Technician IV

Positions at this level perform expert technician work in one specific technician function OR supervise a major project OR several complex projects simultaneously. Positions at this level work under the general direction of a technical superior. Work is reviewed at completion.

  • Expert technician work involves providing technical expertise in making decisions in the review, analysis, coordination and delivery of a technician function; troubleshoots complex technical problems.
  • Supervision is exercised over at least two or more merit, full time positions (per Merit Rule 5.1460), one of which must be in the technician series and cannot be limited to contractual staff. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, and recommending hire, fire and discipline.
  • Develops complex and detailed analytical and technical reports, maps or other geographic representation of data.
  • Resolves contract interpretations and technical problems within the limits of contract documents, policies and standards.
  • Develops/reviews plans, specifications, designs, studies or surveys.
  • Conducts meetings and participates in public workshops.
  • Contacts are typically with other state agencies, federal and state regulatory agencies, legislators, contractors, general public organizations and interest groups for the purpose of resolving compliance problems/issues and to explain needed modifications to plans/projects.

EPS Technician V

Positions at this level supervise multiple major projects/units simultaneously OR supervise a major agency/statewide technician function. Positions at this level work under the general direction of a technical superior. 

  • Supervision, as defined in level IV, is accountable for supervising employees and all phases related to multiple major projects/units simultaneously including administering contracts.
  • Supervision of a major agency/statewide technician function.
  • Administers multiple complex contracts for compliance with contract terms and specifications, approves progress payments, and recommends approval of final payments.
  • Coordinates all facets of multiple complex projects including the review of site plans and engineering designs.
  • Regular contacts are typically with agency management, contractors regarding on-going projects/activities, to resolve compliance problems/issues and to review/explain contract terms/specifications, project goals and objectives.

  • Skill in reading and interpreting detailed plans.
  • Skill in calculating area, volume, rates, ratios, etc.
  • Skill in reading and interpreting survey notes, maps, soils diagrams and similar sources of data for assigned technician function.
  • Skill in conducting field studies, tests, surveys, and investigations based on engineering/planning/surveying principles and practices.
  • Skill in applying mathematical and basic statistical concepts.
  • Ability to establish and maintain effective working relationships with associates, the public, contractors and representatives from federal regulatory agencies, municipalities and other state agencies.
In addition to the above Knowledge, Skills and Abilities, the EPS Technician III requires:
  • Knowledge of the principles and practices of project supervision.
  • Knowledge of estimating time, material and cost.
  • Skills in applying the principles and practices of engineering/planning/surveying in designing and reviewing plans and specifications.
  • Skill in evaluating and mitigating contract disputes.
  • Ability to train others.
  • Ability to identify and analyze problems/needs/issues, assess their impact and make recommendations.
  • Ability to explain project characteristics, schedules and status factors.
  • Ability to monitor project costs and progress, ensuring cost allowance and completion dates are met.

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying Technician IV 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

ADA (American's with Disabilities Act) Compliance:

  1. Two years experience in reviewing and performing mathematical calculations to ensure compliance with standards and regulations. 
  2. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
  3. Three years experience in reviewing and interpreting construction plans and details, schematics or technical drawings to determine compliance with ADA Regulations.
  4. One year experience in conducting survey inspections for ADA compliance.
  5. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
  6. Six months experience in documenting and reporting on ADA compliance to local, State and Federal government.
  7. Six months experience in planning, organizing, and providing guidance on on-site sampling, testing, inspection or documentation of construction progress or project completion.
  8. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
  9. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

    Bridge Design:

    1. Three years experience in developing and reviewing bridge construction plan sets.
    2. Three years experience in structural detail preparations used in bridge plan development.
    3. Six months experience in reviewing and performing technical calculations for bridge design repair and rehabilitation or small bridge replacement, construction contracts, cost estimates and right of way plan preparation.
    4. Three years experience in performing Computer Assisted Drafting and Design (CADD) using software such as MicroStation or AutoCAD.
    5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    6. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    7. Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    8. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
    9. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).  

    Bridge Management:

    1. Possession of a Bridge Inspector Team Leader Certification as set forth in the U.S. Department of Transportation, Federal Highway Administrations National Bridge Inspection Standards, and Code of Federal Regulation.
    2. Three years experience in operating and maintaining bridge inspection vehicles and equipment which includes the under bridge inspection vehicle and bucket truck.
    3. Six months experience in PONTIS element level data collection for bridge inspections.
    4. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees. 
    7. Possession of a valid CDL Class B Driver's License with Airbrake Endorsement or a valid CDL Class A Driver's License (not suspended, revoked or cancelled, or disqualified from driving).  

    Construction Inspection:

    1. Three years experience in reviewing construction plans and details, schematics or technical drawings to determine compliance.
    2. Six months experience in construction design and survey inspections.
    3. Six months experience in planning, organizing and directing crews involved in inspection and documentation of construction progress and project completion.
    4. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
    5. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    6. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    7. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    8. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

    Construction Estimating:

    1. Three years experience in preparing and processing pay estimates and change orders for construction plans.
    2. Three years experience in reviewing contracting quantity measurements and payments to ensure compliance. 
    3. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
    4. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    6. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    7. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

    1. Three years experience in performing Computer Assisted Drafting and Design (CADD) using software such as MicroStation or AutoCAD.
    2. Three years experience in reviewing and performing technical calculations for transportation construction contracts, cost estimates or quantity calculations.
    3. Three years experience in interpreting transportation guidelines and specifications used in developing and designing transportation related projects.
    4. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met. 
    5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    6. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.

    Design Quality: ConTech; Constructability Timing & Review:

     

    1. Three years experience in highway construction inspection which includes evaluating and documenting construction progress and completion to ensure compliance.
    2. Six months experience in using project management software such as Primavera Project Management or Microsoft Project.
    3. Three years experience in interpreting transportation guidelines and specifications used in developing and designing transportation related projects.
    4. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met. 
    5. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    6. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.

    Design Quality: Real Estate Engineering:

     

    1. Three years experience in performing Computer Assisted Drafting and Design (CADD) using software such as MicroStation or AutoCAD.
    2. Three years experience in preparing right of way plans.
    3. Three years experience in reviewing and performing technical calculations for transportation construction contracts, cost estimates or quantity calculations.
    4. Three years experience in interpreting transportation guidelines and specifications used in developing and designing transportation related projects.
    5. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    6. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    7.     1. Possession of a sediment and stormwater management construction reviewer certification.
    2. Three years experience in erosion control, sediment control and storm water management.
    3. Three years experience in highway construction inspection which includes evaluating and documenting construction progress and completion to ensure compliance.
    4. Three years experience in interpreting transportation guidelines and specifications used in developing and designing transportation related projects.
    5. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    6. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    7. Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    8.     Engineering Support Materials & Research:

    1. Three years experience in construction material testing and laboratory or field sampling procedures and equipment used in testing highway construction materials such as soils, aggregates, asphalt, hot-mix/warm-mix asphalt, Portland cement, or Portland cement concrete.
    2. Threes years experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
    3. Three years experience in interpreting standard test procedures, specifications, and plan documents or technical drawings.
    4. One year experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    5. One year experience in project management which includes planning, developing, implementing, managing and evaluating projects or testing requirements to ensure objectives are met.
    6. Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    7. Knowledge of developing and reviewing highway construction designs, plans, specifications, studies, or surveys. 
    8. Knowledge of staff supervision which includes planning, assigning, reviewing, and evaluating the work of others. 
    9. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).  

    Engineering Support Survey:

    1. Three years experience in surveying which includes collecting survey data for boundary, mapping, topographic, hydrographic, engineering, and construction surveys.
    2. Three years experience in measuring existing field locations of dimensions or boundaries of land areas, coastal, pond and river depths and the precise positions of points, lines and grades.
    3. Six months experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
    4. Six months experience in developing and recommending plans, specifications, designs, studies or surveys.
    5. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    6. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    7. Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    8. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

    Maintenance Support:

    1. Three years experience in preparing construction contract plans from conceptual design stage to final design.
    2. Three years experience in performing Computer Assisted Drafting and Design (CADD) using software such as MicroStation or AutoCAD.
    3. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    4. Three years experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    5. Knowledge of contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
    6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
    7. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).  

    Oversized Overweight Hauling Agent:

    1. Three years’ experience in issuing transportation permits in compliance with laws, rules, regulations, standards, policies, and procedures.
    2. Three years’ experience in land navigation and route planning.
    3. Three years’ experience in interpreting transportation guidelines, policies, and specifications used in determining routing and permit classifications.
    4. Three years’ experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    5. Six months experience in developing analytical and technical documents such as reports, maps or geographical representations of data.
    6. Knowledge of project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
    7. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
