This is transportation systems management work that involves overseeing and participating in the planning, development, implementation and monitoring of proactive management systems. These systems provide for increased efficiency in application and useful life of systems/resources. 
 

• Supervises 41 supervisory, technical and labor/trades personnel. 
• Annual operating budget 10-15 million dollars.

A class incumbent reports to an administrative supervisor.  Work involves development and monitoring of management systems to identify and evaluate information regarding transportation resource management including preventive maintenance for infrastructure and equipment; efficient/expanded use of resources; methods to extend the useful life of infrastructure, equipment, and various fixed assets.   A significant aspect of the work involves technical guidance to field staff and coordination of staff activities across division lines, throughout the State.  Principal contacts include Federal Highway Administration regarding overall systems; Delaware Emergency Management Agency (DEMA) regarding natural/manmade disasters impacting transportation; local jurisdictions regarding maintenance and traffic control issues; and elected/appointed officials regarding citizen complaints.

• Conducts data collection and field review to ensure that recommended maintenance, repairs, and improvements are sound, cost effective and meet department goals.

• Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.

• Recommends operational changes, and program and policy revisions.

• Maintains inventory of materials, equipment, and vehicles.

• Uses asset management techniques to determine the most cost-effective methods for expanding usefulness of the resources, including vehicles, or prolonging the useful life. 

• Oversees the management of contracts, including funding for contract work and preparing reports on accomplishments.

• Provides cost benefit analysis for retaining versus replacing specific equipment or infrastructure, adding or modifying to increase resource efficiency.

• Manages various transportation projects and programs to include recommending spending priorities, monitoring expenditures, and participating in budget development.

• Develops and recommends long-range transportation management plans, and provides direction in program implementation and program priorities. 

• Provides technical assistance and consultative services to Department staff and supervisors as well as engineering professionals.

• Attends public meetings, addresses questions and inquiries from both internal and external sources, providing information and education regarding transportation management concepts, techniques, and programs.  

• Participates in the study, review, coordination, and testing of new materials and technology/innovative techniques for potential improvements to transportation systems, infrastructure, and/or operations. Makes recommendations to senior management based on results.

JOB REQUIREMENTS for Transportation Systems Specialist

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Three years experience in contract management and control which includes ensuring compliance with terms of contracts; neogitating changes to existing contracts.
2. Three years experience in asset mangement such as maintaining, upgrading, disposing of assets, and conducting cost/benefit analysis.
3. Three years experience in interpreting the Manual on Uniform Traffic Control Devices (MUTDC) requirements.
4. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
5. Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
6. Six months experience in using an automated information system to monitor and track requests and work orders.
