An employee serves as Captain of a state-owned and operated ferry boat, responsible for the safe and efficient transport of vehicles and passengers on board. The Captain oversees and commands all aspects of the vessel’s operations including navigation, safety, maintenance, and crew management. Work of this class requires employees to possess a 100 ton United States Coast Guard (USCG) Master Captain’s license.
Nature and Scope
An employee is assigned to the Marine Operations Unit and receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations. Employees serve as Captain of a state owned and operated ferry, primarily the Woodland Ferry, responsible for operating the vessel, machinery, electronic equipment/systems, and heavy equipment required for transporting vehicles and foot passengers safely and efficiently across river waters. Work includes overseeing the loading and unloading of vehicles, passengers, and cargo to ensure balance and safety, monitoring weather and other conditions, and navigating the vessel to avoid hazardous situations. Work also includes performing preventative maintenance and repair, and overseeing major overhaul and retrofit projects on the hull, machinery, electronic equipment/systems, and rigging. The Captain supervises and trains the crew on operating the vessel and equipment, as well as maritime laws, rules, and regulations, and shipboard safety, rescue, and survival techniques. In addition, employees may respond to environmental or highway emergency situations to control snow, storm water, hazardous debris, oil spills, or similar situations on roads, grounds and related areas.
