Introduction

Delaware's Attorney General, the State's chief law enforcement officer, has a broad responsibility to combat crime, uphold civil rights, safeguard families, fight fraud, and protect consumers in the First State. In meeting this mission, Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer Protection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

There is an immediate need for a Special Investigator in the Criminal Division, Delaware Child Predator Task Force.  The Task Force offices are located in Dover, Delaware. This Special Investigator will work directly with the Deputy Attorney General assigned to the Task Force and law enforcement officers from Task Force affiliate agencies in pre-arrest investigations, post-arrest investigations and prosecution arising from online sexual exploitation of children and related crimes. The Task Force Special Investigators are supervised by the Deputy Attorney General assigned to the Task Force.

Special Investigators with the Task Force are trained to initiate and build cases involving the online sexual exploitation of children as well as respond to tips and referrals. Special Investigators must manage a complex caseload, investigating crimes related to technology assisted sexual exploitation of children, primarily arising from CyberTips provided by the National Center for Missing and Exploited Children.  Task Force Special Investigators are also called on to interview witnesses, obtain evidence, draft and present electronic search warrants, attend court proceedings, testify when appropriate and provide overall prosecution assistance to the Deputy Attorneys General on specific cases. Special Investigators prepare and submit timely reports of interview and investigations and will maintain professional liaisons and strong lines of communications and coordination with federal, state and local law enforcement agencies on Task Force cases. Special Investigators assigned to the Task Force will be exposed to varying degrees of computer technology. Training will be provided as needed to meet expectations and evolving needs of the Task Force.

Special Investigators assigned to the Task Force are frequently exposed to child exploitation material and should consider this before applying.  

Special Investigators are required to maintain professional certification in numerous areas, including CJIS, DELJIS, NCIC, Auto Track and other areas of expertise and databases specific to the Task Force.

Career Ladder

This class series uses four levels in the Investigator occupational group, Investigative Services occupational  series  and  describes  investigative  work  in  investigating  regulated  activities  to assure compliance with applicable laws, rules, regulations, standards, policies, and procedures. Work includes investigating alleged or possible violations, interviewing witnesses, claimants, victims, and others to gather facts relating to alleged or possible violations.   An investigation may result in civil, criminal, or administrative action.

Essential Functions

  • Conducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  • Interviews witnesses, obtains evidence, attends court proceedings, and testifies when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions. 
  • Verifies claims of alleged or probable violations.
  • Examines various records and documents in order to ascertain relevant information.
  • Identifies, gathers, collects, evaluates and preserves evidence.
  • Makes judgments after evaluating all available facts and recommends appropriate action.
  • Interprets   and applies applicable laws, rules,   regulations,   standards,   policies,   and procedures.
  • Prepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts. 
  • Testifies in criminal or civil courts, before a Grand Jury, or during an administrative hearing.
  • May conduct surveillance and undercover investigations.
  • Prepares criminal or civil cases for prosecution.
  • Ability to work independently or in a team to investigate and prosecute complex cases.

Job Requirements

1. Substantial experience as a Law Enforcement Investigator, with training and experience in sex crimes.
2. Ability to work independently or in a team to investigate complex and difficult cases.
3. Ability to prepare comprehensive investigative reports for review by the Deputy Attorneys General for criminal complaints.
4. Ability to qualify and carry a weapon.
5. Current Council on Police Training (COPT) Certificate or recent COPT certification.
6. Familiarity with the DELJIS, NCIC, automated warrant system and LEISS System. 
7. Possession of a valid driver’s license.
