Job Description

Loudoun County Government is currently seeking a dynamic, driven, and highly motivated leader to utilize his or her outstanding communication, relationship-building and problem-solving skills to serve as the County's Public Affairs and Communications Officer. This highly visible position will serve the County’s constituency by ensuring that citizen inquiries, requests, and complaints are appropriately and timely routed and addressed by the County; shape and manage the public’s positive perception of the County through effective management of print and television media relationships and social media; assist with advocating for the best interests of Loudoun County with state and federal legislative bodies and various regulatory agencies; and develop and empower a dedicated staff of six (6) public affairs and communications professionals. As a trusted member of the County Administrator’s Executive Team, this position will influence, develop and lead the County’s communications strategies and policies and serve as a staff liaison to elected and appointed officials and advisory boards on a variety of complex issues. Reporting to the Assistant County Administrator, the position will oversee the day-to-day operations of the Public Affairs and Communications Division, including managing an annual operating budget in excess of $1M and overseeing multiple vendor contracts.

Job Requirements

Any combination of education and experience equivalent to a Master’s Degree and seven (7) years communications experience in government or a comparable organization which includes three (3) years of supervisory experience. Department of Homeland Security courses (must be completed within 18 months): IS-100, IS-200, ICS-300, ICS-400, IS-700 and IS-800.B. Prefer accreditation in Public Relations (APR) designation from the Public Relations Society of America and/or Accredited Business Communicator (ABC) designation from the International Association of Business Communicators or a similar organization for governmental relations or communicators is highly desirable.

Special Requirements

This position must be available/accessible 24 hours a day, seven (7) days a week to lead varied county communications efforts especially during times of emergency and crisis. Some occasional local and overnight travel required.
