INTRODUCTION

The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking a Licensed Clinical Psychologist with excellent organizational, clinical and management skills to serve as the Program Manager of multiple forensic programs.

Forensic Services Programs serve individuals with disabilities who are involved in the Commonwealth's legal system.  Services include court ordered mental health evaluations and screenings, treatment of individuals with serious mental illness and/or substance use dependence in the adult detention center, case management and restoration of competency to stand trial.

In addition, MHSADS develops and implements programs and services for individuals at risk for involvement in the criminal justice system to attempt to create diversion alternatives (when appropriate) and/or to improve access to behavioral health services for those who enter the criminal justice system.

JOB DESCRIPTION

The Program Manager:

  • Provides both clinical and administrative supervision to several programmatic areas that include: a jail based mental health and substance abuse treatment and re-entry program; a forensic evaluation services program to local criminal courts; monitoring of insanity acquittees; and clinical oversight of a mental health docket and civil commitment independent evaluations.
  • Participates in the design, implementation, refinement and adaptation of programs and in planning future program strategies.
  • Oversees a team of clinicians within the Adult Detention Center and a team of psychologists within the Clinic.
  • Delivers under pressure and consistently produces a high-quality work; builds effective relationships and works proactively with other departments especially criminal justice and legal partners; anticipates potential issues and proposes solutions; offers assistance and service to team members; and presents ideas for improvement and is able to create a project plan to execute these improvements.
  • Responsible for and will share in additional administrative, clinical, programmatic, and budgetary operations, including monitoring performance, outcomes and cost effectiveness.
  • Remains abreast of current events, developments and issues in the field to maintain a balanced and objective perspective and approach to programs; support and maintain relationships with county and municipal departments, law enforcement agencies, treatment providers and related agencies.

JOB REQUIREMENTS

  • A combination of education and experience equivalent to Doctoral degree in Counseling, Social Work, Psychology or related Human Services field
  • Minimum 2 years directly related experience in treatment services
  • Supervisory/managerial experience
  • Virginia clinical licensure (or pursuit thereof)

Effective oral and written communication skills and proficiency in electronic health records is required. Work schedule requires the flexibility to include evenings and respond to emergency management situations.  Work locations includes the adult detention center, Leesburg clinic, and Eastern Loudoun clinic.

SPECIAL REQUIREMENTS

  • Experience in performing court ordered forensic evaluations and court testimony; experience in correctional mental health; knowledge of the legal system process, knowledge of the Virginia state hospital system.
  • Bilingual in Spanish is highly desirable.

Employment is contingent on successful completion of a criminal background check, driving record check, TB test, credit check, and successful completion of Department orientation and training requirements. Must have a valid driver’s license.
