Loudoun County’s Department of Management and Budget (DMB) is seeking a detail-oriented, innovative, and analytical researcher to manage the organization’s demographic analysis and reporting function. DMB, which reports directly to the County Administrator, is a change agent for the County and advises senior executives and elected officials on demographic trends and the impacts of land development decisions on the County’s ability to serve the public through government services and capital facilities. DMB is a fast-paced, results-oriented environment and depends upon a team-approach to problem solving.

The ideal candidate will share a passion for data analysis with a particular interest or specialization on the implications of land development decisions on population trends. The ideal candidate will also possess familiarity and/or experience with geospatial dataset creation and analysis (utilizing county’s GIS), land development processes, and fiscal impact analyses. The successful candidate should also have a team-oriented approach, extremely strong analytical and public speaking skills, a proven record of excellent customer service, and a desire to innovate.

The incumbent is responsible for leading the county’s demography function, which includes the professional management of demographic consultants. DMB provides demographic analysis in support of regional population forecasting efforts and for myriad purposes throughout the County organization, including fiscal impact analysis. This position will also be part of a team of data analysts from multiple county departments on several major recurring projects such as census activities and work to support the County’s Fiscal Impact Committee.

Loudoun County, Virginia, is located approximately 35 miles outside Washington, DC. Loudoun County plays a key role in the northern Virginia region and participates in regional undertakings including those related to transportation/transit and road infrastructure, parks, mental health, public safety, and economic development. Recognized as one of the fastest growing counties in the entire United States, Loudoun boasts a thrilling and diverse local economy that will continue to expand as the Metrorail Silver Line opens three new stations within the County over the next two years. The County’s General Fund budget totals $1.6 billion for FY 2019 and is buoyed by strong residential, commercial, and personal property values and sales tax and its backbone of nationally-recognized schools.


Thorough knowledge of the theory, principles, and practices of demographic analysis; thorough knowledge of research principles and methodology. Ability to analyze complex problems and situations and develop effective recommendations; ability to communicate ideas clearly, concisely, and effectively; ability to create, organize, and complete complex research and translate it into easily understood publications and reports; ability to establish effective working relationships with fellow employees, County officials, members of the business community, and the general public.

Any combination of education and experience equivalent to a Master's degree in a field related to demographics, including demography, geography, sociology, urban and regional planning, regional science, statistics, or a closely related field with specific education and two year's of experience focusing on demographics, GIS, and statistical analysis. At least six months individual or team project, functional, or operational administrative experience in one of these fields preferred.
