INTRODUCTION

The Children's Services Act (CSA) is a law that establishes funds to support services and provide treatment alternatives to eligible youth and their families. Through a combined state and local community funding pool managed by a Community Policy and Management Team (CPMT), CSA programs strive to meet the multiple needs of at risk youth and improve outcomes for children and families.

JOB DESCRIPTION

Loudoun County is seeking a Children’s Services Act (CSA) Administrator to oversee the responsibilities towards ensuring compliance with state and local guidelines for CSA. The CSA Administrator will be responsible for the review and provision of all CSA services, quality assurance, regulatory compliance, fiscal accountability and procedural support to the CPMT governing body comprised of multidisciplinary and interagency representatives.

The Loudoun County CSA program is structured under Loudoun County’s Department of Family Services and is staffed with a team of Utilization Review Analysts responsible for processing client referrals, conducting multidisciplinary team meetings and oversight of individual client treatment services. The CSA Administrator will be responsible for guidance and supervision to the full team of Utilization Review Analysts and additional supporting staff.

Additional responsibilities of the CSA Administrator include:

  • Assisting the Community Policy and Management Team (CPMT) with the development, implementation and revision of policies and procedures regarding the operation of the CSA program.
  • Managing and overseeing the program budget.
  • Creating relationships and establishing contracts with private providers of services.
  • Maximizing provider service’s quality and effectiveness while minimizing cost.
  • Meeting all state CSA fiscal requirements including submitting monthly reimbursement requests, supplemental funding requests and accurate accounting of funds. 
  • Reporting to the CPMT on the types of services provided to families and the expenditures associated with those services.
  • Working collaboratively with various systems, programs and organizations including Mental Health and Substance Abuse, Court Services Unit, Public School System, Juvenile Detention Center and community based organizations.
  • Maintaining effective working relationships with individuals in a diversity of roles such as departmental leaders, consultants and state and local government officials.
  • Representation of Loudoun County CSA services to state and local government, legislative committees and boards, conferences and training opportunities.

The successful candidate for this position will have the following competencies:

  • General knowledge of youth services related to foster care, mental health, special education, and juvenile justice.
  • Demonstrated skills and ability in providing leadership in a team environment.
  • Excellent communications skills, both oral and written.
  • Knowledge of fiscal accounting and program budgets.

JOB REQUIREMENTS

Required Education and/or Experience:

  • Master’s Degree in Human Services or related field required
  • Minimum 3 years of management within a Human Service environment

 

SPECIAL REQUIREMENTS

Preferred Education and/or Experience:

  • Degree or Licensure within a clinical capacity
  • Experience with Behavioral Health in Managed Care environments
  • Experience in managing children and family services and working within a CSA program or CSA related role

This position requires a unique combination of administrative, financial, program development and knowledge of the treatment needs of at risk youth. Must travel to statewide meetings on occasion.
