It is the mission of Loudoun County’s Department of Mental Health, Substance Abuse and Developmental Services to promote mental, behavioral and developmental health and wellness by connecting individuals and their families with person-centered, recovery-oriented services and supports in partnership with the Loudoun community.


The Quality Assurance Branch Manager provides senior level leadership, oversight and direction for strategic decision making and direct management of the following Loudoun County Department of Mental Health, Substance Abuse and Developmental Services (MHSADS) functions:

  • Outcomes and Evaluation
  • Technology and Electronic Health Record
  • Health Information Management
  • Performance Measure development, monitoring and reporting

The successful Quality Assurance Branch Manager possesses knowledge of the following:

  • Federal, state and local laws and regulations governing behavioral health and developmental services
  • Techniques, methods of reporting and analysis of service delivery models
  • Methods of statistical analysis and report writing and design
  • Principles, theories and practices of organizational behavior, organizational development, and healthcare management

The qualified incumbent will demonstrate an ability to adapt to health care industry changes including value based contracting, population health initiatives, integrated care and implementation of best practices.

The Quality Assurance Branch Manager will:

  • Implement and maintain consistent processes for accurate and timely data analysis
  • Provide metrics, analyze trends, offer interpretation and recommendations to executive management
  • Build relationships and collaborate with various program teams to support cross functional initiatives
  • Function as a thought leader who may operate as a “working manager” as necessary

Through the supervision of Managers and in collaboration with other MHSADS branches, the Quality Assurance Branch Manager promotes an environment that supports the MHSADS mission, vision and values.


  • Requires a Master’s Degree in Health Care Administration, Public Administration, Statistics or related field
  • Minimum 4 four years professional experience in public sector/public health environment. Supervisory experience is required.


  • Experience with the design and build of electronic health record systems preferred. Comparable combination of education and experience may be considered.


  • Employment is contingent on successful completion of a criminal background check, driving record check, TB test, and credit check.
  • Must have a valid driver's license in Virginia or regional state of residence.
