INTRODUCTION

Loudoun County seeks an innovative and accomplished executive leader with an affordable housing finance and development background to champion and orchestrate efforts to provide affordable housing to Loudoun citizens and the workforce.

The successful candidate will lead a newly established Housing Production Team in the Department of Family Services tasked with acquiring and applying the financial and development tools necessary to support the private sector in producing significant amounts of affordable housing to meet the County’s needs.

JOB DESCRIPTION

This position is characterized by a high degree of initiative and dedication to producing affordable housing and an ability to work with diverse stakeholders including citizens, public officials, lenders, non-profit and for-profit affordable housing developers, Federal and State agencies, other County departments and human services agencies to create affordable housing solutions for Loudoun County.

This position proactively leads a professional staff team in identifying and implementing workable strategies by obtaining Federal, State, and private sector funding, identifying suitable sites, and cultivating development partners.

JOB REQUIREMENTS

  • Any combination of education and experience equivalent to a Master's Degree in Housing Finance, Real Estate Development, Urban and Regional Planning, Public Administration, or Community Development; and
  • Minimum of 7 years of direct professional and management experience administering affordable housing finance programs and developing multi-family rental housing
  • Experience in structuring deals using Low Income Housing Tax Credits (LIHTC);
  • Experience with HUD programs to include 221(d)(4) Affordable and CDBG; bond financing, Virginia Housing Development Authority (VHDA) REACH and mixed income funding products, CDFI financing
  • Experience with other public and private sector programs that can be used to acquire and/or develop affordable and workforce housing

STRONGLY PREFERRED

  • Experience in the public sector
  • AICP certification

SPECIAL REQUIREMENTS

Must have knowledge of:

  • Legal documents for real estate transactions to include ALTA, closing documents, deeds of trust, subordination agreements, escrow agreements and the like;
  • Housing construction and rehabilitation to include property inspection, preparation of bid documents, bid review and contractor selection;
  • Federal, State, and local housing program regulations and compliance requirements;
  • Public administration in local government;
  • Marketing techniques;
  • Community organizations and community resources;
  • Community conditions and circumstances relevant to assigned duties

Must have the ability to:

  • Present information in both group settings and on an individual basis in a manner that is easily understood
  • Establish and maintain effective working relationships with diverse populations to include staff, Board of Supervisor, Advisory Committees, Economic Development Authority, Developers, Lenders, Contracts and the general public
  • Work Independently; process complex information; exercise sound judgment in the decision making process; produce written reports; present information in an organized and clear format, both in writing and orally; estimate costs, prepare reports

Must have the following skills:

  • Be a strategic thinker and problem-solver
  • Exhibit excellent written, presentation, and analytical skills
  • Be able to communicate effectively with staff, developers, the public, and elected and appointed officials
  • Take initiative; and lead the team by setting goals, formulating and implementing the work plan.

May be required to work outside of scheduled work days at the discretion of the Director and/or Deputy Director.
