Loudoun County Fire and Rescue (LCFR) is currently seeking an experienced professional with a strong management and leadership background in fire and emergency medical services for the position of Assistant Chief. LCFR currently has two Assistant Chief positions that are part of the Executive Leadership Team to include the Assistant Chief of Operations and the Assistant Chief of Support Services and Volunteer Administration. The successful candidate may be assigned to either of these positions at the discretion of the System Chief.
The Assistant Chief of Operations is mainly responsible for oversight and management of fire, rescue, EMS, and special operations to include ensuring that worksites and emergency apparatus are staffed in a safe and effective manner by adequately and appropriately trained career and volunteer personnel. The Assistant Chief of Operations will provide programmatic management of the Operations Bureau to include: Operations, EMS and Training with direct supervision of the Deputy Chiefs appointed to these areas.
The Assistant Chief of the Support Services and Volunteer Administration Bureau will provide programmatic management of Volunteer Administration, Recruitment and Retention, 9-1-1 Emergency Communications/Computer Aided Dispatch (CAD), Asset Management (Fleet, Facilities, Logistics, Respiratory Protection and Planning), Human Resources and Risk Management (Occupational Safety and Health). These positions will provide interim coverage, with delegated authority, as the System Chief, in his/her absence and as assigned.
The Assistant Chiefs have the responsibility of assisting the System Chief in the executive management and administration of Loudoun County-Combined Fire and Rescue System (LC-CFRS), which includes responsibility for the formation of system-wide rules, regulations, and policies, as well as extensive participation in the Systems’ participatory governance structure, to include serving on the System-Wide Executive Committee and System sub-committees (as assigned). The selected candidates will provide advice, analysis, and recommendations to the System Chief on issues related to the management and implementation of public safety issues; assist in developing and managing the department’s budget; assist with administration and related human relations management, as well as developing the strategic direction for the division and programs under his/her supervision. The positions will regularly update and brief the System Chief on departmental and system-wide issues. Requires any combination of education and experience equivalent to a High School diploma/GED and 16 years’ experience in fire administration or a related field. A Master’s Degree in Fire Science, Emergency Management, Emergency Medical Services, Homeland Security, Public or Business Administration, or a similar/related field and at least 10 years of applicable experience is preferred.
Previous experience must show comprehensive fire/rescue operational knowledge, including increasingly responsible senior management experience in a combination career/volunteer fire and rescue system; as well as senior management experience managing multiple station operations in a combined career and volunteer staffed fire and rescue system; and should include administrative experience requiring the application of procedural knowledge and skill in the planning, organizing, coordinating, directing, and/or control of agency activities, procedures and practices, in order to handle a variety of assignments and/or problems independently.
Required certifications include valid driver’s license, NFPA Fire Officer III, NFPA Fire Instructor II, OSHA Hazardous Materials Operations-Level Responder, NREMT or Virginia EMT (or equivalent from another state, but must obtain reciprocity within one year of employment), and NIMS 100, 200, 300, 400, 700 and 800. Executive Fire Officer (EFO) Certification, Chief Fire Officer Designation (CFO) or similar endeavors highly desirable.
Work schedule is highly variable, including evenings and weekends on a regular basis. Frequently requires working beyond standard work hours, to include attending events and meetings in the evenings and on weekends. Applicants selected as finalists will be subject to a background check, to include criminal history with fingerprinting, credit & driver's license check, and a complete NFPA 1582 medical physical with drug screening. May also include a physical agility test.
