The Natural Resources Division of the Department of Building and Development is seeking qualified candidates for a full-time Virginia Stormwater Management Program (VSMP) Engineer III. The successful candidate will be integral to implementation of the day-to-day operations of the Loudoun County, Virginia Stormwater Management Program, ensuring compliance with State Law, and the Loudoun County Codified Ordinance and Facility Standards Manual (FSM) as they relate to stormwater management (SWM). The incumbent is responsible for conducting complex, advanced-level SWM plan review, as well as processing VSMP permit applications, as mandated by the requirements of the County’s VSMP. Thorough knowledge of Best Management Practice (BMP) design, hydrology and hydraulics, general drainage concepts, and the County’s local SWM program requirements will be essential in order to successfully carry out these duties. Field work may periodically be necessary. The incumbent is expected to be able to effectively present VSMP-related information, both orally and in writing, to a range of professional and citizen groups, and will also provide customer service related to SWM, by responding to inquiries received from citizens, members of the development community and other government agencies. The VSMP Stormwater Engineer is responsible for data entry into both County and State databases for the purposes of accurately documenting the plan review and permitting process.
Requires any combination of education and experience equivalent to a Bachelor’s degree in civil engineering or related field and at least three years of experience in SWM plan review, VSMP permitting, water resources, engineering or a related field.
Must have or obtain SWM Plan Reviewer certification through the Commonwealth of Virginia within one year of employment. Work outdoors, possibly in inclement weather and on wet or uneven terrain, may occasionally be necessary.
