Summary

Supervises street maintenance activities for utility restoration, utility cut inspection and associated employees. Serves as the lead for the Street Utility Cut Program. Manages the SMD Construction Inspector Seniors, Central Dispatch, and (2) Labor Crew Chiefs. Plans and supervises the daily assignments of personnel involved in pothole patching and the restoration of utility cuts in concrete and asphalt. This work involves extensive public, interdepartmental and interdivisional contacts.

Major Duties and Responsibilities

  • Assigns, monitors, investigates, and prepares responses for service requests and complaints. 
  • Maintains applicable standards related to making and restoring cuts in transportation infrastructure. 
  • Provides on-site inspection of work conducted by private utilities, other City agencies and internal personnel. 
  • Manages the workload of (6) direct reports, ensuring timely service to internal and external customers. 
  • Establishes performance standards and measures for direct reports. 
  • Monitors and reports on performance metrics to ensure the timely completion of service requests. 
  • Supervises the utilization of equipment and personnel to complete work in an efficient and effective manner ensuring that roadway infrastructure is restored to an acceptable level. • Prepares a variety of written letters, and reports. 
  • Uses work and asset management systems and other tools to establish schedules and prioritization of work resources. 
  • Manage and facilitate the training of contractors and other personnel in the proper methods and specifications of utility restoration for the City of Charlotte. 
  • Provide guidance to other Street Maintenance personnel on proper standards and specifications for a variety of maintenance activities. 
  • Serve as leader and subject matter expert for standards related to street restoration activities and the Street Cut Guidelines document. 
  • Performs related duties as required.

Knowledge, Skills & Abilities

  • Requires considerable experience in utility or street inspection and construction concepts, including some supervisory experience. 
  • Ability to interpret, analyze, prepare and explain complex reports, data, technical specifications, and recommendations. 
  • Considerable knowledge of the principles and practices of all street maintenance construction activities and abilities. 
  • Effective communication to internal and external customers particularly to ensure compliance with standards and provisions.
  • Ability to establish and maintain effective working relationships with other employees, departments, city officials and the public. 
  • Ability to schedule and manage work activities for one or more field crews. 
  • Ability to communicate effectively both orally and in writing. 
  • Proficient in the use of computers and proficient in Microsoft Office Programs.

Preferred Qualification

  • 2 years of supervisory experience

Minimum Qualifications

  • High School Graduation or Equivalent and seven (7)  years of relevant work experience
  • Associate's Degree and five (5) years of relevant work experience
  • Bachelor's Degree and three (3) years of relevant work experience
  • An equivalent combination of education and relevant experience that provides the necessary knowledge, skills, an abilities to successfully perform the essential job duties

Salary

  • $78,500.00 - $82,624.00 / Year; Commensurate with experience

Conditions of Employment
