Charlotte Water is an enterprise department of the City of Charlotte and one of the largest public water and sewer service providers in the southeast with 300,000 customer accounts and over 1000 employees. Our service area includes the City of Charlotte, Mecklenburg County and the towns of Huntersville, Cornelius, Davidson, Mint Hill, Matthews and Pineville. Charlotte Water’s FY 23 budget is $535M and a five-year capital program of $2.5 billion.  We enjoy the highest credit ratings from all three major credit rating agencies as a result of sound financial planning and management and strong support from our City Council.  We value competent, skilled candidates with a customer service focus to work in a team environment.

Major Duties and Responsibilities

Manges the overall CIP and development of Projects for Water Treatment Division 
Manages projects to ensure schedules and budgets are met; ensures construction adheres to contract documents; participates in site inspections and progress meetings with consulting engineer and contractor; resolves conflicts; represents Charlotte Water during scope and fee negotiations, as well as contractor negotiations for time extensions and change orders.
Completes technical review of consultant prepared planning reports, construction plans, cost estimates, schedules and contract specifications for technical competency, compliance with Charlotte Water and other regulatory standards, consistency, and constructability issues.
Coordinates with the appropriate Charlotte Water operational divisions and staff personnel during the various phases of project initiation, design, start-up and acceptance.
Management of projects via varying delivery methods including traditional and collaborative.
Manages vertical commercial/industrial building design and construction projects, in addition to water and wastewater utility infrastructure projects.
Selects consultants for engineering services ensuring fair competitiveness and selection of the best qualified; conducts negotiations with consultant firm.
Serve as a project liaison to public, property owners, media, other government agencies, other employees and City officials regarding assigned projects. Ensure affected parties are informed of the project ramifications and schedule, and that concerns are addressed, and conflicts resolved in a manner clear to all parties.
Manage several simultaneous construction contracts. Conducts pre-construction and site conferences.
Assists the real estate division in acquiring rights-of-way.
Generates project cost estimates, estimated schedule and associated cash flows. Update budgets and schedules for multiple ongoing projects.
Manage, plan and prioritize tasks on multiple projects of varying scope and complexity with minimal supervision. Ensure department leadership is aware of status.
Supervise, mentor and evaluate performance on work activities of assigned staff.
Review accuracy and completeness of invoices and construction payment applications in a timely manner. Performs varied and complex engineering functions and related duties as required.


Preferred Qualification

Two years of supervisory experience.
Knowledge of software applications often needed to support engineering planning and design, including GIS tools, planning applications and modelling software. 
• Comprehensive knowledge of engineering methods and techniques as related to the construction, rehabilitation and maintenance of public utilities. 
Knowledge of the application and interpretation of the City regulatory codes.

Minimum Qualifications

Required
Bachelor of Science degree from an accredited  university in civil  engineering, mechanical engineering and any other engineering disciplines or related field .
Five (5) years of relevant experience with emphasis on water distribution/sewer collection systems and  water/wastewater treatment facility design and construction or an emphasis on commercial/industrial building  design and construction
Licensure as a Professional Engineer in North Carolina is required or must be licensed in another state and able to attain NC licensing within six months.

Salary

$90,387.00 - $100,429.00 Commensurate with Experience
