Introduction

This is a mid-level project management position responsible for leading planning teams and managing planning processes/projects, particularly related to the implementation of the Charlotte Future 2040 Comprehensive Plan and all other planning initiatives recommended in the future planning approach outlined in the Charlotte Future 2040 Comprehensive Plan.

Major Duties and Responsibilities

  • Interpret and translate information that has broad and significant community impact and/or is highly technical in nature to the public on the Charlotte Future 2040 Comprehensive Plan, Community Area Plans, Unified Development Ordinance, Tree Canopy Action Plan, other planning initiatives, regulatory processes, rezonings and adopted land use policies. 
  • Assist in the development of implementation tools such as Capital Investment Programs, Fiscal Tools, Place Management;
  • Support  development of reporting tools such as the Charlotte Future 2040 Annual Report and Implementaiton Dashboard to measure success of the Comprehensive Plan;
  • Identify and engage the community on strategic linkages between core initiatives and broader City policies, regulations and objectives;
  • Provide support to Planning Department advisory boards and plan implementation stakeholder groups by organizing meetings, meeting logistics; 
  • Prepare reports on community participation, make recommendations and develop metrics for measuring success based on guidance from the Implementation Strategy;
  • Coordinate and collaborate with other departments, jurisdictions, agencies, consultants and the public;
  • Build and sustain relationships in the community and across departments and agencies;
  • Functioning as a team member or leader on multiple projects;
  • Other duties as assigned.

Knowledge, Skills & Abilities

  • Basic understanding of planning and regulatory processes and be able to communicate these effectively to a broad range of diverse audiences;
  • Excellent written and verbal communication skills to write compelling, concise materials to effectively speak in public;
  • Demonstrated success in communicating complex multi-disciplinary planning and regulatory perspectives for the general public to understand;
  • Demonstrated success in community engagement of diverse audiences at a City-wide scale;
  • Initiative and self-motivation in a fast-paced and ever-changing work environment;
  • Proven record of working successfully with the public, media, and government officials; 
  • Ability to work independently, exercising initiative and independent judgment;
  • Strong ability to effectively work on several projects at the same time; and
  • Must be able to handle difficult and sensitive situations with discretion and grace.

Preferred Qualification

  • Master’s Degree in above fields of study 
  • AICP or other certifications (AIA, GISP, LEED, PE, etc.).
  • Proficiency in Microsoft Office Suite and Adobe Creative Suite, ability to use ArcGIS 10.2 and familiarity with the geodatabase model.  
  • Excellent public speaking and writing skills, along with computer skills for accomplishing administrative tasks as well as for graphics, mapping, design, research, analysis, presentations and other planning work; and
  • Experience in facilitating diverse groups of people and incorporating their voices into the planning process.
  • Familiarity with zoning ordinances and other development related regulations and processes.

Minimum Qualifications

Four-year degree in urban planning or related field with three years of thorough professional planning experience.

Or

Master’s level degree in urban planning or related field with three years of thorough professional planning experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
