PRIMARY FUNCTIONS
This position is responsible for ensuring the success of the New Haven Youth@Work initiative to provide summer and year-round employment and career exposure to youth ages 14-19. Youth@Work is a partnership of the Workforce Alliance, the City of New Haven, Empower New Haven, the Greater New Haven Chamber of Commerce, and the New Haven Public Schools.
Work involves implementing the strategic plan, including researching and obtaining funding for summer and year-round youth employment. Position requires ability to work with the New Haven Public Schools to implement a comprehensive job application process and establish procedures for distributing applications to area high schools, as well as working with employers to assess employment needs and necessary job readiness skills and secure commitments to hire youth. This position will be expected to replicate this program in the Workforce Alliance Region. This position reports to the Youth & Recreation Director and performance is evaluated through reports, meetings and observation of results.
TYPICAL DUTIES AND RESPONSIBILITIES
- Facilitates work of Youth@Work partners to ensure accomplishment of annual goals for fundraising, job development and placement. Develops clear work plans and mechanisms for mutual accountability for specific components of plan implementation and prepares regular reports to the partners on the achievement of defined benchmarks.
- Makes presentations and acts as an interagency liaison regarding youth employment skills/needs.
- Research federal, state and local funding opportunities and prepares RFP responses and grant applications.
- Directs and contributes to efforts of partners to secure private and philanthropic funding for the initiative.
- Generates community and business involvement in obtaining both jobs for youth and donations to fund jobs. Works with employers to understand their employment requirements in terms of job readiness and technical skills.
- Establishes and ensures follow up efforts with employers and students after placement at agreed upon intervals. Obtains final feedback and utilizes this feedback to improve existing programs, strategies and procedures.
- Promotes an awareness of the jobs program and application process. Works with Board of Education staff to refine the comprehensive application, distribution and return process to area schools and advance the marketing of youth-employment program(s).
- Works with partners to develop, maintain and analyze a database of students and positions, both summer and year round employment, at the New Haven Public Schools Career Services Office. Uses research methodology to oversee data collection and analysis by the New Haven Public Schools.
- Supports efforts of the Board of Education Career Services Office to expand and enhance a range of career experience programs, including expanding the number of school-linked internships, cultivating mentors at area businesses, and identifying shadowing opportunities for youth.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from a four-year accredited college or university and three to five years of experience in program planning and administration. Master’s Degree preferred. Must have experience in researching funding sources and preparing grant applications on a federal, state and local level. Additionally, must have experience conducting presentations and preparing press releases, brochures and reports; or an equivalent combination of experience that includes the following knowledge, skills and abilities:
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Considerable knowledge of youth development and of community agencies and key contacts, along with existing area resources.
- Knowledge of research methodologies, analysis and report writing.
- Knowledge of State labor laws as they relate to youth.
- Knowledge of personal computer technology and applicable software needed to run reports, build and maintain databases and track fiscal and program data.
- Skill and experience in community outreach and communication building.
- Skill and experience in preparing and maintaining program budgets and issuing required fiscal reports.
- Skill and experience in monitoring and evaluating program effectiveness, and identifying gaps in services.
- Skill and experience in developing necessary corrective actions and incorporating modifications, in an ongoing manner.
- Skill and experience in effective written and oral communication, and in conducting presentations.
- Skill and experience in motivating others.
- Ability to coordinate the work of partner agencies toward the accomplishment of a common set of goals and objectives.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees, available to review
