PRIMARY FUNCTIONS

This is professional level work in the Real Estate Division of the Department of Assessment. Work includes the valuation and assessment of real, personal, residential, industrial, and exempt property for ad-valorem purposes and the work is done in accordance with statutory requirements. Works under the supervision of the City Assessor or designee.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Performs field inspections generated by building permits to determine effect on existing property value.
  • Measure’s buildings and structures, calculates building areas, inspect alterations and repairs, photograph properties
  • Enters data collected and completes sketches, utilizing computer assisted mass appraisal system (CAMA) for property valuation and assessments.
  • Reviews building plans and accurately transfers such information to the CAMA system.
  • Assists with the timely mailing, management, analysis, and implementation of the annual income and expense data gathering program.
  • Responsible for sales verification and analysis report program.
  • Responds to public inquiries relating to real estate or personal property assessments including valuation methods.
  • Assists the Real Estate Assessor in the preparation of tax deferrals and abatement applications. Assists in the maintenance of deferral data.
  • Investigates complaints of taxpayers and assists in the correction of inequalities discovered and verified.
  • Assists in the preparation of assessment appeal defense.
  • Performs other related work as required

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited college or university with major course work in public or business administration or related field, and/or major course work in real estate or real estate finance, accounting, personal property asset management, personal property leasing or finance, and experience in appraising or assessment of commercial, industrial, residential and personal property; experience should involve work in a municipality, lending institution, appraisal company, or similar environment and provide the following knowledge, skills and abilities:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Any equivalent combination of training and experience in office management environment in an education, nonprofit or public sector environment, which provides the following knowledge, skills, and abilities:
  • Knowledge of the modern appraisal methods and their correlation in estimating market values and depreciation.
  • Knowledge of the terminology, methods and materials of building construction.
  • Knowledge of the mass appraisal of urban properties for ad-valorem purposes.
  • Knowledge of the sales ratio program and the trending to the base revaluation date.
  • Knowledge of the State Statues that govern the assessment of real estate and personal property.
  • Knowledge of CAMA (Vision 8), administrative software (QDS), GIS and related computer software applications.
  • Ability to work in an intensive, busy, urban assessment environment as a team member.
  • Ability to read and comprehend complex building plans and survey maps.
  • Ability to analyze the various factors affecting property values.
  • Ability to meet and deal tactfully with property owners and the public, and to maintain cooperative working relations with other employees.
  • Ability to prepare accurate and concise reports.

NECESSARY SPECIAL REQUIREMENTS

  • Must be certified as a Connecticut Municipal Assessor or obtain certification as a Connecticut Municipal Assessor within five (5) years of hire and maintain throughout course of employment.
  • Must have at time of application: Connecticut Driver’s License and maintain throughout course of employment.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," non-tested position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 10.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
