Introduction

The Office of Building Inspection and Enforcement is focused on customer service, safety, and providing the best possible advice and inspection services to homeowners, contractors, and developers.

We administer the permits for residential and non-residential construction within the community. Permits are administered according to state and local building codes. Our goal is to ensure the safety of the public by requiring building construction projects adhere to these codes. The department is also instrumental in creating an environment in which high quality construction and development can occur in New Haven’s neighborhoods.

PRIMARY FUNCTIONS

This is skilled work in enforcing compliance with electrical codes and ordinances governing building construction, alterations, and repair.

Work involves the inspection of buildings, and the examination of building plans for compliance with electrical and related requirements. Work includes inspecting electrical installations and wiring in residential and commercial buildings. Although new or difficult situations may be referred to a superior, the employee ordinarily works alone in the field and is responsible for independent decisions requiring technical discretion and judgment in inspecting a wide variety of projects. Work is subject to periodic inspection and reports are reviewed by a superior.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Inspects buildings in the process of construction, alteration, or repair for compliance with the electrical code requirements and conformance to plans; inspects buildings before alterations or construction for practicability of plans, and validity of permit application.
  • Inspects electrical installations to insure conformance with electrical ordinances.
  • Notifies owners, contractors, or construction supervisors of violation either orally or in writing and performs follow-up inspection to ensure that corrective action has been taken.
  • Investigates complaints and reports of suspected code violations.
  • Makes a written record of all inspections together with notes on any action taken.
  • Attends annual seminars on matters of fire safety, electrical building codes, etc., and any other required by the State of Connecticut.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from high school; and 5 to 7 years experience in electrical work at the journeyman level; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of modern electrical installation practice, methods, materials and equipment.
  • Considerable knowledge of electrical codes and related building inspection programs.
  • Knowledge of the principles and practices of modern building inspection programs.
  • Ability to read and interpret plans, and specifications to determine conformity with building regulations and to establish skilled techniques for the field inspection of structures.
  • Ability to detect electrical faults and to appraise quality of construction and physical deterioration.
  • Ability to establish and maintain effective working relationships with building owners, and the public.

NECESSARY SPECIAL REQUIREMENTS

  • State of Connecticut certification as an Assistant Electrical Inspector at time of application.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 6.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
