PRIMARY FUNCTIONS
This position plays a critical role in coordinating and development of grants to identify funding opportunities related to the mission of the City of New Haven. The Grant Writer and Policy Coordinator will effectively be the face of the City, writing and submitting grant applications per federal, state, and private agency guidelines, while determining feasibility, and ensuring grant applications are submitted in a timely fashion.
The position requires working independently and operating with discretion during early phases of planning strategies related to the organization’s mission. The incumbent must demonstrate strong capacity for grant policy recommendations, and exceptional interpersonal skills to work with City of New Haven Coordinators, Department Heads, Fiscal Staff and working relationships with external groups.
Work is carried out under the direction of the Mayor and Budget Director with latitude for professional and administrative judgement and initiative in planning strategies and implementing grants. Work is evaluated through reports and conferences.
Hybrid remote options may be available once work routines are established.
TYPICAL DUTIES AND RESPONSIBILITIES
- Collaborate with internal administrators to develop proposal strategies and to gather relevant information, which at times can be confidential, to research, prepare, and submit proposals for funding.
- Identify innovative, forward-thinking issues of policy areas relevant to the City of New Haven to research; propose new policies for addressing problems or make policy modification recommendations define resource requirements for successful implementation of grants.
- Take lead responsibility for overall proposal development and final submissions, ensuring accuracy and completeness of the final proposals and documents.
- Conduct ongoing prospect research to identify and evaluate opportunities aligned with the mission of the City of New Haven
- Monitor and implement best practices and understanding of grant writing within the City of New Haven
- Build and maintain relationships with key funders and strategic partners, including state and federal officials, foundation executives and external officials to increase the City of New Haven financial resources and grant/donor pipeline.
- Ability to use a variety of federal, state, and foundation online application systems for preparation and submission of grant applications.
- Maintains accurate and complete records of all activities associated with each grant proposal or other related materials.
- As directed, prepare status reports, which in general are initially confidential, for the Mayor, Budget Director, Controller, and Board of Alders regarding grants, partnerships, and prospects.
- Presentation of grant submission to the Board of Alders for application and acceptance.
- Performs other related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in public or business administration, or a related field; three to five years of experience in grant writing.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Knowledge of federal, state, and local requirements for grant submissions and contractual processes.
- Knowledge of the principles and practices of public administration.
- Knowledge of operational procedures within government organizations.
- High level of independent research skills.
- High level of oral and written communication skills, including public speaking skills.
- High level of media skills.
- Functioning level of computer proficiency as required by position tasks.
- Demonstrated ability to establish and maintain effective working relationships with federal, state and local officials, consultants, contractors, other City of New Haven employees, multiple donor sources and the general public.
- Ability to maintain confidential information and apply discretion when needed.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a "Special Fund" non-tested position.
This position covered by the Executive Management & Confidential Employee Policy, available to review HERE.
Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
