Introduction
The Nursing Division is committed to ensuring an optimal level of wellness for a culturally diverse urban community by promoting and encouraging a healthy lifestyle for its residents. One of the primary functions of the Nursing Division is the School Nursing Program, one component of the School Health Services provided by the City of New Haven. The majority of the Public Health Nurses serve as school nurses for the schools located in New Haven.

PRIMARY FUNCTIONS
This is a full-time position in the City of New Haven Health Department that is responsible for clinical and administrative oversight of the nursing division of the department of health.
As part of the Health Department’s overall goal and objectives, has responsibility for planning, organizing, directing, coordinating, and evaluating a generalized Nursing Program for the City of New Haven, which includes School Health Services and Communicable Disease Control programs.
Administrative direction and supervision are received from the Director of Health with policy determination originating from the Board of Health.
TYPICAL DUTIES AND RESPONSIBILITIES
- Gives direction to all programs in the Nursing Division to assure quality and quantity of nursing and other services provided by the division.
- Develops the methodology necessary to allow the work of the Nursing Division to be carried out effectively and efficiently. These include a record system, essential policies and procedure, development of procedure manuals, staffing patterns that assure optimum utilization of staff, supervisory and consultation service, educational programs etc.
- Collaborates with the Director of Health in the planning and implementing coordination of nursing services. Prepares and presents material for action by the Board of Health.
- Prepares the annual budget for the Nursing Division and oversees the fiscal affairs of the division.
- Guides the work of the nursing staff, reviews, and evaluates work performance, delegates responsibility and promotes professional growth.
- Participates in community programs by representing public health nursing on a variety of committees and engaging in public speaking to interpret policies, programs needs and accomplishments.
- Prepares programmatic reports.
- Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited college or university with a Bachelor of Science degree in nursing, with concentration in public health; or a Master’s Degree in public health / administration; and demonstrable experience in public health practice related to nursing, with at least two years’ experience in a supervisory or administrative capacity, or any combination of experience and training which provides the following knowledge, skills and abilities.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Comprehensive knowledge of the principles and practice of public health nursing and of Federal, State and local laws and ordinances relating to public health.
- Possession of knowledge, methods and techniques necessary to direct, guide and assist staff members to fulfill their job responsibilities.
- Willingness to accept administrative leadership in the total public health program. Thorough knowledge of the functions of health-related social agencies.
- Ability to establish and maintain effective relationships with professional and lay staff members and the public.
- Ability to interpret and explain the value of the public health nursing services to individuals and groups. Competence in written and oral expression.
NECESSARY SPECIAL REQUIREMENTS
- Graduation from an accredited National League of Nursing (N.L.N.) program with a Bachelor of Science degree program in Nursing.
- Possession of a valid, current Registered Nurse license issued by the State of Connecticut.
- Current cardiopulmonary resuscitation (CPR) certification.
- Valid and current Connecticut driver’s license.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
This is a "General Fund," tested position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 11.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
