Introduction

 

The City of New Haven Youth and Recreation Department ensures all New Haven youth are aware and have access to positive opportunities to meet their basic needs to:

  1. Be safe, cared for, valued and independent.
  2. Build skills and competencies that will allow them to thrive and contribute to society.
  3. Enhance the quality of life for New Haven youth by creating an atmosphere of community through people, parks, and programs.

We regularly assesses how well the City and other local youth servicing organizations are doing in achieving the following citywide intended outcomes for youth:

The Youth Services Bureau facilitates programs such as:

Mayor's Youth Council (MYC)

Mayor's Youth Council serves as an opportunity for the city's youth who are currently in high school and opportunity to realize their leadership potential via their participation. MYC meets weekly throughout the academic year and takes leadership roles in youth-driven workshops, discussions and service-learning projects. This program is co-facilitated with Youth@Work.

Bike Program

Bike Program provides new bicycles to inner city youth who are middle school and/or high school attendees—with collaboration with New Haven Police Department.

 

Youth Conservation Corps

New Haven youths receive new bicycles to canvass designated neighborhood to encourage New Haven residents to take advantage of UI’s Home Energy Solution. This was possible through a collaboration with the City of New Haven, UI, Bank of America, Energize CT, Comcast, NH Housing Services, Devil’s Gear Bike Shop and PoisGen.

 

Community Development Block Grant

The Community Development Block Grant program works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses. CDBG is important tools for helping local governments tackle serious challenges facing their communities. YSB monitors youth servicing agencies that have been granted funds via the City of New Haven under CDBG.

 

YSB Newsletter

YSB Newsletter is a quarterly newsletter that encompasses events of the Youth Services Department as well as highlight activities of youth agencies in the city.

 

PRIMARY FUNCTIONS

This is a professional and responsible position, requiring the administration of complex programs in close collaboration with other team members and outside organizations. Incumbent will be responsible for coordinating and managing a full range of youth and community related activities with direct responsibility for assigned projects and programs of the Youth Services Bureau and Youth Connect Program involving the cities at-risk and high-risk youth and families. 

Youth Connect is a neighborhood and school-based intervention program that seeks to reduce justice involvement and improve health and wellness outcomes of student participants. The program targets young people who need safety and may have educational and/or social barriers to success. 

Such work will require a willingness to work flexible hours (evenings, weekends when appropriate), some of which will be in the City’s neighborhoods, in order to collaborate and coordinate objectives of groups seeking to provide support for youth.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Performs administrative core functions including assessment of youth needs, research, resource development, program design and program implementation.
  • Provides oversight of all Youth Connect programming including direct supervision of program staff and serves as the key contact for the Youth Connect Program. Supervisory duties include review of individual projects for timely and appropriate documentation and completion of project development, and implementation of effective staff development and support.
  • Plans, organizes, coordinates, and evaluates services for at risk and high-risk youth.
  • Works collaboratively with program partners to expand and enhance the range of services for New Haven youth.
  • Develops recommendations when needed for the creation of new services and other appropriate action; evaluates existing programs and conducts or administers pilot program for youth and children in neighborhood settings.
  • Develops and implements clear work plans, timelines and mechanisms for program operations and prepares reports regularly to partners on achievement of defined goals.
  • Coordinates and generally is responsible for bringing appropriate resources to department as needed including but not limited to grants when appliable.
  • Develops and propose program for new initiatives and legislation to support priorities.
  • Assists in the interpretation and documentation of policies and procedures which address safety concerns for youth, human services, and community developmental needs.
  • Provides advice to the Director on issues related to youth and community safety concerns as well as other issues of concerns.
  • Engage in community involvement and youth advocacy activities.
  • Interfaces with Board of Education, New Haven Housing Authority, New Haven Police Department, and other community program partners to expand and enhance the range of opportunities for youth.
  • Maintains liaison with various city departments and community agencies as well as state and Federal agencies dealing with social welfare, youth needs, juvenile justice, child abuse and inner-city youth needs.
  • Assists with advisement of the Mayor’s Youth Council and coordinates the Mayor’s Youth Guide.
  • Monitors the creation of a guide that informs families about summer activities with the support of the Youth and Recreation Clerk.
  • Coordinates the Summer Recreation trips for youth in partnership with youth serving agencies.
  • Prepares, implements, and monitors the annual operation of department signature programs including but not limited to, Winter Coat Giveaway, Turkey Drive, Winter wonderland, and Trunk or Treat.
  • Prepares detailed reports to Director of Youth Services and Recreation who will present to the Board of Alderman and the Youth Committee
  • Attends required statewide and local network meetings.
  • Attends required trainings related to monitor and Result Based Accountability, as well as youth development trainings.
  • Provides support to New Haven’s Youth Council and Youth Commission under the direction of the Youth Services and Recreation Director, when needed.
  • Actively participates as an advisory member for youth agencies when needed.
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four year college or university with degree in a related field required; Master’s degree preferred; at least 5 years related experience in a municipal environment involving the preparation of reports, budgets; and 1-3 years’ experience in a supervisory capacity including experience as a program supervisor with youth employment and/or development, Or, any equivalent combination of training and experience in a supervisory capacity in an education, nonprofit or public sector environment, which provides the following knowledge, skills and abilities:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Extensive knowledge of principles of working with at-risk and high-risk youth, including the ability to design and implement programming for that population.
  • Knowledge of youth and trends surrounding issues of safety and well-being.
  • Knowledge of related community agencies and resources.
  • Skills and experience in monitoring and evaluating program effectiveness and identifying gaps in services.
  • Considerable managerial and supervisory skills.
  • Considerable computer skills and ability to produce spreadsheets, graphs and other computerized information useful in analyzing and planning programmatic activities in assigned department.
  • Exceptional organizational and time management skills, including ability to work well under pressure and to multi-task among various projects simultaneously.
  • Ability to plan, schedule, direct, assign and review the work of subordinate, professional and clerical support personnel.
  • Ability to exercise judgement and work independently.
  • Ability to develop and maintain effective working relationships with subordinates, other City personnel, contractors and the public.
  • Ability to communicate effective both in writing and orally with subordinates, other City personnel, contractors and the public, including excellent interpersonal skills and attention to details.
  • Ability to be pro-active and creative in seeking out solutions to challenge.
  • Ability to be sensitive and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds of program participants.

NECESSARY SPECIAL REQUIREMENTS

  • Willingness to work flexible hours (evenings, weekends when appropriate), some of which will be in the City’s neighborhoods.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 10.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) a 90-day probationary period.
