Introduction

The mission of the New Haven Health Department is to ensure and advocate for the health and well-being of all New Haven residents.

The New Haven Health Department has a long tradition of protecting the health of city residents through disease prevention and health promotion. Established in 1872 as the New Haven Health Commission, the Department has evolved from its beginnings combating poor sanitary practices and yellow fever epidemics. We've emerged as a leader in the fight against HIV/AIDS early in the epidemic, establishing one of the first syringe exchange programs in the country 28 years ago. Today, we continue to provide the essential public health services and enforce the Public Health Code as outlined in state statutes and the city charter. This also includes responding to complaints of public health nuisances as well as ensuring environmental health and safety and curbing disease outbreaks.

We work to ensure the health of our residents, particularly our most vulnerable neighbors. We provide school nursing services, maternal and child health case management, health screenings, and health education.

PRIMARY FUNCTIONS

This is a full-time position at the City of New Haven Health Department that is responsible for implementing and administrating various Public Education Programs involving environmental and quality of life issues and their impact on City residents.

Work is performed under the supervision of the Public Health Response Coordinator.

TYPICAL DUTIES AND RESPONSIBILITIES

• Develop, create, and coordinate field activities with volunteers
• Procure services and equipment for various activities
• Create and disseminate risk communication / health education materials through local print, broadcast, and social media
• Confers with internal and external entities to obtain and prepare information for public releases.
• Works with internal/external partners to coordinate community outreach activities and volunteers.
• Develops media talking points for Department Head.
• Provides technical assistance to internal and external partners in the development and presentation of information for public release.
• Plans and participates in conferences and meetings to promote the Public Education program.
• Maintains all program records including the recruitment of volunteers and activities sponsored by volunteers.
• Establishes and maintains a repository of educational materials for use by the staff and community.
• Organizes and encourage employees of the department to participate in Community programs, conferences and events.
• Develops social media content and maintains Department’s social media accounts.
• Ensures Department’s website is current.
• Perform related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Bachelor’s degree in communications, public administration, public health, emergency preparedness, or related field; master’s degree preferred, and 3 years’ experience producing educational materials, preparing written documents, organizing events, projects, programs and groups of people, and exercising analytical and administrative skills; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Ability to read and write English required. Bilingual (English/Spanish) desirable.
  • Considerable knowledge of public relations principles and practices.
  • Ability to communicate with public and private agencies including City departments and community entities.
  • Ability to plan, develop and conduct educational workshops on public health and emergency response topics.
  • Ability to conduct research and to identify creditable information sources.
  • Ability to develop well-written descriptions, media talking points, press releases, correspondence and materials.
  • Ability to successfully organize volunteers and events.
  • Ability to evaluate and assess projects.
  • Ability to document program results for internal use, for use by other agencies, and for grant reports.
  • Ability to communicate in a professional manner with the public and community partners.
  • Ability to work cooperatively with other staff members, state agencies, local officials, community organizations and the public.
  • Ability to interact in a non-judgmental manner with culturally diverse populations and persons experiencing a wide range of medical social conditions.
  • Self-motivated, organized; able to work independently and as part of a team.
  • Strong time management skills including organization, prioritization, and multitasking.
  • Proficiency with Microsoft Office Suite, CAVNA, Adobe Illustrator
  • Proficiency with social media platforms
  • Knowledge of CLAS standards

NECESSARY SPECIAL REQUIREMENTS

  • Flexibility of schedule, this position may occasionally require work to be performed outside of the traditional 9-5 schedule.
  • Must have and maintain valid CT drivers’ license.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS


SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 8.

Special Fund hires into this class are not eligible to participate in the City Employees Retirement Fund, but shall have the option of participating in a 457 Plan administered by the City, with a City contribution match up to 3%. Employees will become 100% vested at three years.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, and (3) a 90-day probationary period.
