As a Field Representative, you will be responsible for investigating and conducting housing inspection fieldwork to address complaints and promote fair housing practices.

The primary function of the Fair Rent Commission Field Representative is to conduct investigations, inspections, and related administrative tasks in response to complaints received by the Fair Rent Commission. The City of New Haven Fair Rent Commission was enacted by the New Haven Board of Alderman in December 1970, Code of General Ordinances Sec 12 ¾-1; amended and adopted December 13, 1984, Chapter 12 ¾ Fair Rent Practices. It was established to control and eliminate excessive rental charges on residential housing within the City.

The primary power of the Fair Rent Commission is in determining whether or not the rent for the housing accommodation is so excessive as to be harsh and unconscionable.

PRIMARY FUNCTIONS

This is responsible investigating and housing inspection fieldwork in the Fair Rent Commission.

Work involves receiving complaints, interviewing, investigating and inspecting properties and related administrative duties relative to matters before the Fair Rent Commission. Work is performed under the supervision of the Executive Director, and is reviewed through conferences and reports.

Hybrid remote work options for some aspects of the work may be available once work routine are established.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Consults with tenants who wish to file a complaint.
  • Receives and documents complaints from tenants; maintains records accordingly.
  • Promptly conducts preliminary investigations into complaints.
  • Participates in investigating housing conditions in response to complaints or by assignment.
  • Assess property conditions, evaluate amenities, and compare them with established standards and regulations.
  • Document findings accurately and take photographs or videos, as necessary.
  • Conducts thorough investigations to gather evidence, to review rental agreements, lease terms and other relevant documents to determine the validity of complaints.
  • Attempts, through the process of informal conciliation and negotiation between tenant and landlord, to arrive at the rental agreement which is mutually acceptable to said tenant and landlord.
  • Refers in those instances which they deem appropriate, those housing accommodations which fail to comply with State Statutes, Municipal Ordinances or regulations relating to health and safety to the office of the Executive Director.
  • Prepares and maintains records of each complaint, which may include filing of notices, documents, and case files, correspondence by mail, and referrals to other departments and agencies, and follows through to its ultimate conclusion.
  • Makes referrals to other departments and agencies when appropriate.
  • Handles inquiries pertinent to the department.
  • Uses computers and/or other standard office equipment to generate items such as but not limited to correspondence, reports, presentations and/or other documents required to provide support and efficient operation of the office.
  • Prepares written, oral reports, and assembles other pertinent documents for hearings and meetings, including the Fair Rent Commission Board of Commissioners.
  • Participates in Fair Rent Commission meetings as required, including occasional evening meetings.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from a four-year college or university with major course work in business administration, real estate, policy, marketing, municipal / urban affairs, planning, community outreach or related, and a minimum of 6 months of experience pertaining to the housing field, or a related area. In lieu of college degree, 4 additional years of experience in a related field may be substituted.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of the principles, methods and techniques of interviewing people, investigating complaints, and inspecting housing accommodations.
  • Knowledge in the use of software programs in order to develop and maintain computerized records and produce computerized reports.
  • Ability to establish and maintain effective work relationships with other employees and the general public.
  • Knowledge of fair rent laws, housing regulations, and tenant/landlord rights is highly desirable.
  • Strong attention to detail and ability to analyze complex information.
  • Excellent communication skills, both written and verbal, with the ability to interact professionally and tactfully with individuals from diverse backgrounds.
  • Ability to apply problem-solving skills to provide guidance and support to parties involved.
  • Proficient computer skills and experience using relevant software for documentation and report writing.
  • Ability to work independently, manage time effectively, and prioritize tasks to meet deadlines.
  • Strong ethical conduct, maintaining impartiality and professionalism in all interactions.
  • Spanish / English bilingual helpful.

NECESSARY SPECIAL REQUIREMENTS

  • Possession of and ability to maintain a valid State of Connecticut driver’s license. Driving to locations throughout the City is required.
  • Will be required to attend monthly Fair Rent Commission meetings.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 7.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
