The Office of Building Inspection and Enforcement is focused on customer service, safety, and providing the best possible advice and inspection services to homeowners, contractors, and developers.
We administer the permits for residential and non-residential construction within the community. Permits are administered according to state and local building codes. Our goal is to ensure the safety of the public by requiring building construction projects adhere to these codes. The department is also instrumental in creating an environment in which high quality construction and development can occur in New Haven’s neighborhoods.

As a Building Plans Examiner, you will play a crucial role in examining building plans to ensure they comply with all relevant codes, regulations, and ordinances. PRIMARY FUNCTIONS
This is technical work in Building Code enforcement. Work involves the examination of building plans for compliance with all codes. Work is performed under the general direction of a Deputy Building Inspector or Building Official with latitude for technical discretion and judgment, and is reviewed through conferences and reports.
TYPICAL DUTIES AND RESPONSIBILITIES
- Receives all applications for permits and conducts preliminary examination of plans for necessary details and information, and issues permits on simpler types of structures.
- On complicated cases, analyzes the plans for referral to some, or all of the pertinent regulatory agencies.
- Foresees cases which are likely to become problems, such as highly complicated illegal conversions and steers these through the various examinations to avoid unnecessary delays and impositions on the public.
- Inspects buildings and coordinates joint inspections with other agencies (i.e. Zoning, Housing Code, etc) to eliminate any possible conflict of regulations.
- Maintains a master record of every plan, or person, applying for a permit, and follows through at every stage.
- Assists with public at the counter.
- In the absence of the Deputy Building Inspector, may be required to function in this capacity.
- Performs related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from college; and over 5 years experience in plans examination and codes enforcement; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Thorough knowledge of inter-departmental or inter-agency plan examining procedures.
- Thorough knowledge of general requirements of other code enforcement-related departments and agencies and ability to maintain contacts with their examining personnel.
- Thorough knowledge of Building, Zoning, Fire Safety Codes, Housing Codes and related laws and ordinances.
- Ability to read and interpret plans and specifications to determine conformance with all applicable codes.
- Ability to coordinate joint efforts of various agencies for code compliance.
- Ability to inspect, issue orders for corrective compliance, and to keep effective records of this.
- Ability to enforce regulations with firmness, tact, and impartiality.
- Ability to establish and maintain effective working relationships with owners, architects, engineers, contractors, lawyers, other agency personnel and the general public.
- Attendance annually at seminars on matters of fire safety, building codes, enforcement, etc.
NECESSARY SPECIAL REQUIREMENTS
- State of Connecticut certification as an Assistant Building Official.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 9.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
