We are seeking a dedicated and motivated Neighborhood Specialist to join our team in a challenging and rewarding role. This position requires close collaboration with fellow team members to administer a complex program aimed at enhancing the vibrancy and development of our neighborhoods. The Livable City Initiative (LCI) is a neighborhood-focused agency with a mission to enhance the experience of the individuals who live and work in the City of New Haven. We achieve this mission and vision by encouraging the involvement of other city agencies, the public and enterprise. Through the cooperative efforts of the private sector, we will create a vibrant and exciting New Haven.
LCI seeks to accomplish this mission through:
- Enforcement of the city's housing code and public space requirements.
- Design and implementation of housing programs to support high quality, affordable, and energy efficient housing opportunities.
- Educating and increasing awareness on solutions for neighborhood concerns.
- Design and implementation of public improvements and programs to facilitate safer, healthier, and more attractive communities.
PRIMARY FUNCTIONS
This is a challenging and responsible position, which requires the administration of a complex program in close collaboration with other team members. The Neighborhood Specialist will be responsible for coordinating and managing a full range of community related activities with direct responsibility for assigned projects and programs.
Such work will require a willingness to work flexible hours (evenings, weekends if necessary), some of which will be in the City’s neighborhoods, in order to collaborate and coordinate objectives of neighborhood groups and City Officials. The Neighborhood Specialist works under the direction of the department director or designee.
TYPICAL DUTIES AND RESPONSIBILITIES
The Neighborhood Specialist will be required to complete challenging and diverse tasks related to community and economic development. The primary charge will be to manage neighborhood specific projects as identified by the Economic Development Administration. The Neighborhood Specialist must effectively perform within a framework of activities, which include, but are not limited to the following:
- Collaboration with various City departments and state regulatory agencies.
- Establishment and maintenance of ongoing relationships with various neighborhood associations, management teams, Alders, and other community groups to develop strategies.
- Development of project specific economic development objectives and strategies, marketing plans and public relations campaigns.
- Preparation of detailed status reports, updates, and other documents as required.
- Maintenance of computer database as necessary.
- Preparation and presentations to staff, Boards and Commissions as required.
- Performs activities related to enforcement of municipal plans and ordinances.
- Performance of related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Post secondary education preferred with course work in community development, urban affairs or a related field, and 2-5 years experience in economic development and community outreach, or any equivalent combination of training and experience which provides the following skills and abilities:
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Knowledge of municipal/urban affairs.
- Ability to work with diverse community groups.
- Ability to communicate effectively in writing and to make presentations.
- Spanish / English bilingual helpful.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 10.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.
