PRIMARY FUNCTIONS

This is responsible financial control work in the analysis, evaluation and verification of municipal expenditures prior to the actual disbursement of funds.

An employee in this class analyzes and evaluates encumbrance documents, contracts and vouchers as a condition precedent to authorization of payment by the Controller. Work requires knowledge of financial directives and their application to expenditure control procedures. Emphasis in this activity is upon accuracy, and the maintenance of continuity of workflow; and the employee is frequently responsible for making decisions based on experience and knowledge of operating departments, although policy problems are referred to a supervisor.

Work is performed under the supervision of the Accounts Payable Supervisor and is reviewed through conferences, reports, and general observations to determine the effectiveness of the expenditures control program.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Audits and reviews transactions documents pertaining to a variety of municipal expenditures, such as payment vouchers, purchase orders, requisitions, and contracts for proper authorization, accuracy in computations, account codes, prices, and availability of appropriated funds.
  • Confers with employees of other departments concerning problems in the processing of financial transactions and recommends solutions.
  • Consults with administrative superiors regarding the establishment of policies pertaining to the authorization of payments and modifications of existing procedures.
  • Resolves problems arising during the auditing of municipal expenditures.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation form a standard high school supplemented by courses in bookkeeping and auditing; and three years of experience in a large-scale financial control program; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Working knowledge of the principles and techniques of expenditure auditing and the ability to apply these to expenditure transactions;
  • Some knowledge of the principles and methods of the operation of office machines and appliances;
  • Ability to analyze financial problems and to make recommendations to affect their solution;
  • Ability to interpret and explain the statutory and other requirements pertinent to municipal expenditures;
  • Ability to detect possible deficiencies in expenditure documents;
  • Ability to establish and maintain effective and harmonious working relationships with supervisors, and other City officials.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Non Tested" position.

This part time position is not eligible to receive medical benefits, vacation pay, sick pay, holiday, union membership, or union contractual benefits. Any period of part time employment will not be construed in any way to mean probationary employment. Persons may not be employed in two concurrent part time positions with the City and/or the Board of Education at the same time.
