The Bureau of Environmental Health maintains as its principal goal the preservation and protection of the environmental quality of the City of New Haven. Staff members perform these services:
- Utilize and enforce applicable sections of the State Public Health Code, State Statutes, and Municipal Ordinances
- License and inspect food service establishments
- Resolve cases of childhood lead poisoning; provide educational outreach activities and assist with distribution of federal lead abatement funds to prevent lead poisoning.
- Investigate and resolve public health nuisances and infractions of applicable statutes and/or ordinances
- Monitor water quality of public swimming pools and beach water
- Inspect schools, daycare centers, senior centers and summer lunch feeding sites
- Assist in preparing for and responding to public health emergencies
PRIMARY FUNCTIONS
The Environmental Health Program Director is responsible for planning, directing, and supervising the public and/or environmental health program for the City of New Haven in conformance with state and city public health codes, laws, and regulations pertaining to the field of public and/or environmental health.
This position is responsible for the overall accomplishment of a citywide public and/or environmental health program and involves the ability to plan, organize, direct, and coordinate the activities of a staff of at least 10, including Sanitarians, Lead Poisoning Inspectors, and other related positions. To fully accomplish the goals and objectives of this office, the program director is expected to research and pursue funding opportunities.
This role supervises personnel engaged in investigational and educational work in the field of environmental health.
Hybrid remote work options for some aspects of the work may be available once work routine are established.
TYPICAL DUTIES AND RESPONSIBILITIES
- Plans, directs, assigns, and supervises the work of all Sanitarians and Lead Poisoning Inspectors.
- Supervises training programs in all phases of public and/or environmental health for Sanitarians and Lead Inspectors including the use or instruments used in air pollution surveys or other related work.
- Directs the systematic inspection of private and public dwellings, including food service establishments, child day care centers, etc.
- Supervises the disposal of foods damaged by fire, flood, or other causes.
- Supervises and/or reviews plans and specifications for all new or renovated food service establishments, swimming pools, etc.
- Investigates nuisance complaints such as mosquito areas and has areas treated or filled to eliminate problems.
- Responds to emergency situations and assigns personnel to respond to emergency situations.
- Assists in developing environmental health policies and procedures, including lead poisoning preventions.
- Assists in the preparation of court cases.
- Develops forms, systems, procedures, and methods of record keeping for the various phases of the public and/or environmental health programs.
- Regularly researches and reviews leads on grant/funding opportunities. Develops and keeps a system of electronic files or data containing results of regular research for sharing and/or joint discussions with others as significant for pursuit of funding, submission planning, etc.
- Develops funding proposals with key stakeholders, including oversight of funding activities, identification of key requirements, roles, responsibilities and deadlines.
- Maintains oversight of calendar submissions and tracks activities and progress of accountability activities and documents.
- Provides oversight in administering and managing the budgets for grants acquired.
- Prepares monthly, annual, and special reports as required by the areas of responsibility for this position.
- Confers and cooperates with other municipal, state and federal agencies concerned with problems in environmental health.
- Attends professional meetings and conferences.
- Performs other related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Master’s Degree in Public Health, or related field and at least three years of progressively responsible experience in providing services in public and/or environmental health; or, Bachelor’s Degree in Public Health or related field and at least eight years of progressively responsible experience in providing services in public and/or environmental health.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Knowledge of modern principles and practices, methods and techniques of public and/or environmental health;
- Knowledge of New Haven Public Health Code, state and local laws, codes, and regulations pertaining to the field of public and/or environmental health;
- Knowledge of sanitary sciences, including Bacteriology, Chemistry, Pest Control and/or other areas of sanitary sciences as the industry dictates;
- Proven supervisory experience, preferably in a unionized environment, with the ability to assign, train, supervise and evaluate work of staff members;
- Proven grant writing experience, with demonstrable experience in the successful acquisition of grants.
- Proven experience in administering and managing the budgets for grants acquired.
- Ability to communicate effectively, both orally and in writing.
- Ability to demonstrate computer literacy at a level needed for daily use of word processing, spreadsheet, email and internet browsing programs.
- Ability to obtain the cooperation of the general public in establishing and maintaining maximum standards in the interest of public health;
- Ability to establish and maintain effective working relationships with city, state and federal officials, subordinates and representatives of allied and cooperating agencies.
NECESSARY SPECIAL REQUIREMENTS
- Must be available to accomplish work after hours when required.
- Must possess a valid CT drivers’ license with a good driving history.
- If not already certified, must obtain the following within twelve (12) months of appointment:
- State of Connecticut Registered Sanitarian License
- State of Connecticut Lead Inspection Certification
- State of Connecticut Certified Food Inspector Certification
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 11.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
