PRIMARY FUNCTIONS

This is a dynamic full-time professional position as a Program Director for the New Haven Health Department. The role involves the development, oversight, and evaluation of one or more health education and counseling programs. The responsibilities of the Health Programs Director encompass not only program oversight but also budget management, grant coordination, and stakeholder engagement.

The efforts of the Health Programs Director will include establishing and expanding program outreach and community initiatives, as well as collaborating with internal and external stakeholders to shape health related programs that are responsive to the changing needs of New Haven residents and the region. Key to this role is the ongoing evaluation of program effectiveness and accountability. This position will gather feedback from community members, assess program outcomes, and adapt initiatives to evolving needs and emerging health trends.

Hybrid remote work options for some aspects of the work may be available once work routine are established.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Organizes a health service program within the Health Department to address a recognized need.
  • Develops, implements and/or expands community outreach and health education programs to increase programming reach.
  • Provides oversight of program budget and expenditures in consultation with Health Department’s fiscal management staff.
  • Manages state, foundation, and federal grants; coordinates grant activities, the compilation of program data, and preparation of reports.
  • Serves as liaison with funders on matters concerning grant contract, evaluation, and renewal.
  • Collaborates with the internal and external education and outreach staff to design and activate programs tailored to diverse community needs.
  • Coordinates comprehensive training and ongoing in-service programs for section staff.
  • Evaluates program services for effectiveness and accountability; meets with different community constituencies to solicit feedback on responsiveness of services to community needs.
  • Facilitates regular meetings among department and program staff to coordinate activities.
  • Maintains written records on program activity; prepare progress and evaluation reports.
  • Participates in recruitment, selection, and training of new program staff.
  • Coordinates selection, development. and purchase of education materials with all the program staff.
  • Plans for long-term development and expansion of Health Department programs in concert with other community organizations and service providers.
  • Acts as Health Department liaison to major City and State Health Service organizations.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with major course work in any of the health or social sciences as well as Graduate level degree in Public Health or related field, Master’s degree preferred; supplemented by two years' experience in the administration of public health programs with at least one year working on a health services project; or any equivalent combination of experience and education which provides the knowledge, abilities and skills below.

  • Considerable knowledge of the principles and practices of public health program administration. including a comprehensive understanding of current health issues affecting diverse urban populations.
  • Considerable knowledge of the most current practices for disease prevention and control.
  • Considerable knowledge of Federal and State grant reporting requirements.
  • Demonstrated expertise in researching, identifying, and securing grant funding sources, along with the ability to oversee the preparation of grant applications for program sustainability and expansion.
  • Proficient in overseeing program budgets and expenditures, collaborating seamlessly with fiscal management staff to ensure optimal financial utilization.
  • Ability to design and administer a variety of outreach and education techniques to improve health equity.
  • Proven ability to develop, implement, and manage health education programs that effectively address identified community needs.
  • Ability to supervise the work of others performing a variety of education, outreach, and clerical functions.
  • Adept at working effectively with diverse community groups, institutions, agencies, and the public to foster collaboration and community engagement in disease prevention and control measures.
  • Capability to monitor, evaluate, and adapt programs in response to evolving community needs and emerging health trends.
  • Ability to maintain client confidentiality.
  • Ability to work effectively with diverse community groups, institutions, and agencies.
  • Cultural competence to navigate and address the unique needs of a diverse urban population, ensuring that programs are inclusive and accessible to all community members.
  • Ability to communicate effectively both orally and in writing.
  • Proficient in utilizing various computer skills essential for modern program management, including data analysis, generation, and effective communication through digital platforms.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
