Introduction

Are you a skilled maintenance worker with a keen eye for detail and a commitment to safety? We are seeking a dedicated Maintenance Worker/Spare Bridge Tender to join our team. This role combines the hands-on work of constructing, maintaining, and repairing metal and wooden structures with the critical responsibility of operating and tending bridges. Ensuring the safety of both land and water traffic, this position requires expertise in handling heavy equipment, electrical controls, and performing various repairs. This vital role assists in the mechanical operation of the City's four movable bridges over the New Haven Harbor, Quinnipiac, and Mill Rivers.

PRIMARY FUNCTIONS

This is skilled work, participating in the construction, maintenance, and repair of metal and wooden articles, equipment and structures as well as the very responsible work of tending and operating bridges in a manner throughout New Haven that is safe for land and water traffic.

Work involves participation in the work of maintenance and repair of heavy equipment and bridge structures, and the operation of electrical bridge controls, signal and traffic lights, as well as in controlling road traffic with a minimum of delay.

Work requires various degrees of specialization depending on the type of assignment as well as independent and sound judgment and constant attentiveness to duties in the operation of bridges to ensure safety to both land and water traffic.

Work is performed is performed independently by following oral and written instructions as well as sketches or blueprints and is reviewed by a supervisor for compliance with specifications and standards, and through observation of results obtained and review of operation reports.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Maintains mechanical equipment and bridge structures by diagnosing defects in mechanical and electrical components of bridge operating equipment and making repairs as needed. Checks all electrical operating equipment to ensure all units are in operating order.
  • Performs preventative maintenance work on bridge operating equipment including lubricating gears and bearings.
  • Performs all other repair and or maintenance work such as plumbing and electrical repair, painting of structural components as well as fixing broken windows, doors and other woodwork. Removes debris from bridges and patches or replaces fences and walkways.
  • Plows snow on City streets and bridges.
  • Makes estimates of time and material required for assigned tasks and keeps simple records.
  • Operates movable bridges by answering signals of approaching boats, turning on warning signals to stop land traffic, lowering and closing bridge gates, operating electrical controls to open and close bridge and warning traffic of bridge failure by sounding bridge horns.
  • Reports any condition of bridge or control equipment that would impair safety of bridge operation.
  • Records name and number of boats passing under bridge.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

  • Graduation from high school or vocational school
  • 1 to 3 years of general maintenance and repair experience
  • Experience in the use and operation of electrical controls
  • or any equivalent combination of training and experience which provides the following knowledge, skills and abilities:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge in diagnosing and repairing defects in mechanical equipment.
  • Knowledge of the methods and procedures in lubricating and servicing bridge mechanical equipment.
  • Knowledge of the tools used for performing electrical and small plumbing repairs.
  • Knowledge of the methods and procedures in the operation of bridges and its associated electrical and mechanical equipment.
  • Knowledge of the rules and regulations governing water traffic including but not limited to Coast Guard rules and regulations.
  • Skill in operating simple electrical controls and equipment.
  • Ability to learn safe and effective operation of electrical bridge controls in a short period of time.
  • Ability to follow oral and written instructions, including sketches and blueprints.
  • Ability to keep records.
  • Ability to perform manual labor for extended periods of time and under unfavorable weather conditions.

NECESSARY SPECIAL REQUIREMENTS

  • Possession of a commercial driver’s license (CDL) with an endorsement for air brakes at the time of application.

Persons with a job required CDL are subject to random drug screenings, and must meet all Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse requirements. This may include registering with the Clearinghouse and consenting for the City to perform a limited and/or full query as defined by the FMCSA Drug & Alcohol Clearinghouse.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

Hours of work: Sun - Sat, 40 hrs per week. Shifts split weeks: 5-1, 1-9, and 9-5.

The above limitations notwithstanding, the hours worked by Maintenance Worker Spare Bridge Tenders shall be determined by the Department and may be altered on a seasonal basis. Schedules and  assignments shall be consistent with governing Coast Guard regulations and shall be
bid by seniority at such times as the Department deems appropriate. All Maintenance Worker Spare Bridge Tenders shall be eligible for all bridge assignments relative to their titles and no prior assignments or incumbencies shall apply to any bids.

This is a "General Fund," non-tested position.

This position is included in a collective bargaining agreement with Local 424, Unit 128, UPSEU.

*Salary will receive a contractual increase of 3% effective July 1: Range 1 $51,841 - $57,217.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 9% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 120-day probationary period.
