PRIMARY FUNCTIONS

The Public Works Deputy Director for Administration and Planning is responsible for guidance and leadership in managing the administrative services including but not limited to budgeting, policy, training, development, organizing and directing the activities of the Public Works department; and works closely with the Director to provide cohesive leadership to the Department. The Public Works Deputy Director for Administration and Planning serves as liaison with other City agencies and external stakeholders.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Assists the Director in planning, organizing, and directing the administrative activities of the department on all business-related activities and provides oversight and guidance to managers and supervisors.
  • Monitor hiring, training, scheduling, and assignment of employees.
  • Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the department.
  • Assists the Director with efforts associated with budget (annual, grants and capital) preparations, fiscal management and monitors budget expenditures and ensures revenue collection; and oversees payroll, procurement, accounts payable, and permitting.
  • Prepare reports and other materials (financial, agency or other) as needed for the Director or other stakeholders.
  • Directs the implementation of programs, and services; evaluates efficiency and effectiveness of functional area operations and implements improvements as necessary.
  • Plans and manages marketing and communications for the department to ensure alignment with program deployment and revenue capture.
  • Works to develop and maintain partnerships with support groups, outside agencies and the public, and oversees administrative and community relations by maintaining cooperative and effective working relationships.
  • Represents the City and department at meetings and events.
  • Ensures regulatory compliance
  • Make presentations to City agencies, Board of Alders or other stakeholders as required;
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with course work in Public Administration, Finance, Public Policy, or related field and 3-5 years’ experience supervisory and people or project management experience; Familiarity with local government operations and processes is strongly preferred; Considerable experience working with various levels of staff in the efforts to improve department efficiency and effectiveness; or any equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of public administration including municipal budgeting, accounting, and purchasing.
  • Knowledge of the responsibilities involving the principles of management, planning and administration for municipal activities.
  • Knowledge of OSHA, DMV, EPA, DEEP and relevant Building Regulations.
  • Proficient computer skills necessary for the management of the department including Microsoft Office Suite programs such as Outlook, Word, Excel, PowerPoint, Access.
  • Must demonstrate administrative, technical, and supervisory skills.
  • Must demonstrate an understanding of labor relations in a unionized environment.
  • Ability to communicate effectively both written and orally with the public, employees, department heads, contractors, engineers, or other groups as necessary.
  • Ability to develop long-term vision and plans in response to community needs and changing workforce.
  • Ability to establish and maintain effective working relationships with colleagues and staff, governmental and private agencies, the public and other stakeholders.
  • Ability to always conduct self in an ethical, professional, and respectful manner.
  • Demonstrated project management skills, organizational capabilities, and the ability to work well under pressure while handling multiple projects simultaneously.
  • Skill in planning, organizing, and overseeing the implementation of complex projects with multiple stakeholders.
  • Demonstrated ability to work effectively and sensitively in a diverse community, recognizing and respecting cultural differences, and fostering an inclusive environment.
  • Ability to express ideas, information, commentary, analyses, programs, and presentations orally, visually, in writing, and using current technologies to diverse audiences, including city officials, stakeholders, and the public.
  • Must be flexible to adapt to shifting priorities.

NECESSARY SPECIAL REQUIREMENTS

  • Must have at time of application: Connecticut Driver’s License and maintain throughout course of employment.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period. Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.

Selection Plan
