PRIMARY FUNCTIONS

This is technical work requiring detailed knowledge of assessment information and some analytical related duties, including a detailed knowledge of property discovery and listing procedures for all property taxes. It also requires the ability to use motor vehicle pricing publications to verify assessment information. Knowledge of tax exemption programs and the ability to assist in the preparation and processing of taxpayer exemption applications is required. 

Written and oral correspondence with taxpayers and the ability to accurately communicate assessment information is an integral function of this position. A working knowledge of personal computer word processing, spreadsheet applications, data entry and inquiry functions are essential skills. Work assignments will generally be related to assessment information analysis and will be determined by departmental production objectives.

Multi-lingual helpful, but not necessary.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Assists in the processing of personal property and motor vehicle listings, audit functions and assessment information verification and record maintenance.
  • Performs motor vehicle reporting, analysis, add-ons and removals.
  • Serves as department contact with Department of Motor Vehicles in CT and other states as necessary.
  • Assists in valuing unpriced vehicles during Grand List preparation.
  • Inputs veteran and elderly benefit information into Assessor database as well as motor vehicle data protected by statute.
  • Makes decisions regarding appropriateness of motor vehicle related documentation and elderly benefit related documents.
  • Process personal tax exemption applications and record maintenance.
  • Process tax-exempt organization applications and record maintenance.
  • Respond to taxpayer inquiries and assists front counter staff with coverage when required.
  • Perform data integrity analyses.
  • Perform other related duties.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from high school including or supplemented by college level courses in business administration, public administration or any relevant discipline with a focus on finance or accounting. 

Minimum of one year experience which must be in an administrative position including work with financial operations encompassing the day to day use of personal computers; using word processing and spreadsheet applications; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills, including but not limited to:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Ability to utilize computer spreadsheet applications in assisting in the analysis of assessment information.
  • Ability to research motor vehicle ownership information and verify assessments with the appropriate pricing publications.
  • Ability to maintain accurate assessment information on computer system.
  • Ability to accurately respond to inquiries related to assessment information, and exemption programs.
  • Good written and oral communications skills.
  • Demonstrated analytical skills.
The ideal candidate will have an understanding of property discovery and listing procedures, proficiency in computer applications, excellent customer service skills, and the ability and desire to learn more about the Department of Assessments, among other administrative skills.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 884, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 9% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period. Selection Plan
