PRIMARY FUNCTIONS
Police Detectives within the Criminal Investigations Unit conduct investigations of major crimes including: homicide, serious assault, robbery, burglary, narcotics, sexual assault, family violence and other related crimes.
Work involves plainclothes duty in the investigation, prevention, and detection of crime. Work is performed under the supervision of a superior in accordance with established rules and procedures, but requires the exercise of judgment in the application to specific cases.
TYPICAL DUTIES AND RESPONSIBILITIES
- Detectives assigned to the Criminal Investigations Unit respond to crime scenes; search for, preserve and collect evidence; investigate and follow-up investigations, search for and apprehend violators; interview witnesses, complaints and suspects.
- Detectives prepare written reports of investigations; appear in court to present evidence and to testify.
- Secures evidence seeks and develops sources of information, and ascertains information necessary for the arrest of persons alleged to have committed a crime.
- Detectives may be assigned and trained for specialized duties in a specialized unit within the Criminal Investigations Unit at the discretion of the CIU commanding officer.
EDUCATION, QUALIFICATIONS & EXPERIENCE
- Certification by CT P.O.S.T. and four years experience as a New Haven Police Officer.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Demonstrated knowledge of the Connecticut General Statutes pertaining to law enforcement.
- Demonstrated knowledge in the preparation of arrest and search and seizure warrants.
- Implements Crime Scene Control Procedures.
- Demonstrated knowledge of laws of arrest, search and seizure and evidence.
- Demonstrated knowledge of laws relating to confessions-voluntariness-miranda and related matters.
- Ability to interview and obtain formal taped statements from victims, witnesses, and suspects involved in investigations.
- Ability to be certified within six (6) months from appointment date in the Collect System, the AS-400 and have a working knowledge of the CIU computer systems.
- Ability to cooperate with State Attorney's Office and other law enforcement agencies such as FBI, DEA, local and state police departments.
- Ability to communicate effectively, orally and in writing.
NECESSARY SPECIAL REQUIREMENTS
- Open only to members of Elm City Local of the CT Alliance of City Police who satisfy minimum requirements.
- Completion of 4 years as a police officer in the New Haven Police Department at the time of application.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This position is included in a collective bargaining agreement with Elm City Local of the CT Alliance of City Police, formerly Local 530, Council 15, American Federation of State, County and Municipal Employees, AFL-CIO. Bargaining agreements available to review HERE.
General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 12% of pay.
Selection Plan
Applicants meeting minimum requirements will be invited to participate in a Civil Service exam process at a later date. Applicants must demonstrate that they meet the minimum requirements as listed within the job description; failure to do so may result in disqualification.
