PRIMARY FUNCTIONS

This is highly responsible accounting and supervisory position involving responsibility for one or more major accounting functions within the Office of Policy, Management, and Grants and Controller’s Office. Work involves the maintenance and preparation of financial records, reports, and final financial statements. Work is performed with independent judgment and under the direction of the Chief Accountant, is reviewed for compliance with accepted accounting standards, applicable rules, regulations, and statutes.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Works with staff of the Office of Policy, Management, and Grants, Finance Department and/or other department(s) to carry out and successfully complete assigned projects.
  • Assists in the development and implementation of procedures or processes that result from a completed project of study at the direction of the department head or designee.
  • Serves as key contact with departments and/or the Office of Technology for related projects.
  • Coordinates and is generally responsible for bringing appropriate resources together to complete projects.
  • Designs and maintains intricate accounting and finance assignments.
  • Serves as resource person to assist the independent auditors.
  • Prepares and maintains any financial reports and systems related to the State/Single, Annual Audit or Accounting division.
  • Recommends and maintains any software related to the State/Single or Annual Audit with the appropriate staff.
  • Develops and maintains a variety of financial schedules, such as revenues and expense budgets.
  • Maintains accounts receivable records.
  • Compiles and analyzes data for various financial reports.
  • Coordinates city wide audit under direction of the Chief Accountant , Controller and Budget Director. Responsible for the preparation of bank reconciliations.
  • Prepares journals, makes adjusting entries to accounts.
  • Makes postings to various ledgers and analyzes activities in various accounts.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with major course work in accounting and at least 5 to 7 years’ experience in accounting involving the analysis and recording of financial transactions, auditing work, and finance.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Proficiency in using standard office equipment such as copiers, scanners, and fax machines.
  • Knowledge of the principles of governmental accounting. Knowledge of the principles of account classification.
  • Knowledge of accounting theory and its application to accounting transactions, particularly not- for-profit accounting and related computer applications.
  • Knowledge of the maintenance of fixed assets.
  • Knowledge of coordinating audits.
  • Knowledge and experience in accounts receivable records maintenance.
  • Knowledge and experience in compiling and analyzing data for various financial reports. Knowledge and experience in preparing journals and adjusting entries to accounts.
  • Knowledge and experience in making postings to various ledgers and analyzing activities in various accounts.
  • Knowledge and experience in analyzing and reconciling computer-generated reports.
  • Knowledge and experience in preparing financial reports, resolving findings, and making recommendations to implement corrective actions.
  • Knowledge & experience with municipal governmental audits.
  • Ability to develop a working knowledge of laws, ordinances and regulations governing the financial operations of the city.
  • Ability to be responsible for the preparation of bank reconciliations.
  • Ability to plan, schedule and review the work of subordinate employees.
  • Ability to establish and maintain effective relationships with city officials, employees, and the general public.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. Salary corrected 10/03/2024 to reflect Range 9.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
