PRIMARY FUNCTIONS

Work involves the technical and analytical work in the Office of the Treasurer, involving short term investment of City Funds, reconciling of tax collections, reconciling state reimbursements, preparation for the issuances of long term debts and assistance in the development of capital spending programs, Work also involves tasks in the daily operation of the Office of the Treasury including reconciling daily departmental deposits and work with the City’s Financial System.

Work is performed under the supervision of the Controller or designee and is reviewed through daily interaction, conferences and observation of results and ability to conform to generally accepted standards and procedures.

Hybrid remote work options may be available once work routines are established.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Prepares weekly and monthly detailed reports regarding City’s school construction program, including the reconciling of State reimbursement requirements and City funding requirements.
  • Prepares cash flow analysis for multiple funds and programs.
  • Monitors cash receipts and disbursements, recommends amounts to be invested, investment instruments, and terms.
  • Compares forecasted and actual cash flows and resolves differences; analyses cash activity in all accounts; maintains detailed records on all investments, evaluates investment performance and recommends changes where appropriate.
  • Monitors all laws pertaining to the investment of government funds.
  • Assists in the preparation for issuances of long and short term debt, and preparation of capital spending plans and budgets.
  • Prepares oral and written reports for general and special purposes.
  • Oversees records of long term receivables.
  • Performs related duties as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from a four year college or university with major course work in accounting, finance or business administration and one year experience involving cash management or treasury functions, or any equivalent combination of education and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of principles and techniques of cash flow forecasting
  • Knowledge of City’s investment policy and short term investment instruments.
  • Knowledge of the concepts of present and future values, simple and compound interest and their practical applications.
  • Ability to interpret and execute City Charter regulations concerning the investment of funds.
  • Ability to organize, plan, schedule and complete assignments on a timely basis.
  • Ability to prepare reports in modern formats including Microsoft Excel, Word and PowerPoint.
  • Ability to communicate both orally and in writing.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
