PRIMARY FUNCTIONS
This is a highly visible position in the office of the Tax Collector providing supervisory support to the Customer Service Representatives (CSR’s) in the collection of property taxes and other fees. Work requires applying judgement based on the knowledge of Connecticut State Tax Collector’s Statutes and experience acquired in the performance of cash management and customer service. Work involves computer interaction with the City’s mainframe tax collection system, interaction with CSR’s and taxpayers concerning inquiries, payments, receiving cash, interpreting State Statue as they relate to the collection of property taxes and performing other related duties.

TYPICAL DUTIES AND RESPONSIBILITIES
- Works directly with CSRs and taxpayers answering inquiries, analyzing tax data and explaining tax status.
- Posts tax payments on the City’s tax collection system.
- Counts, balances, and reports cash collected.
- Trains CSRs in the collection of property taxes and other fees.
- Responsible for opening/closing the vault and distribution of the CSR cash bags daily.
- Responsible for making sure the CSR’s have adequate change and bill monies at the beginning and/or end of each day.
- Responsible for replenishing change and bill monies from the bank when necessary.
- Utilizes the City’s Tax Collection system (Quality Data Services) in the carrying out of work tasks.
- Operates cash register, scanning equipment, adding machines and printer in the carrying out of works tasks.
- Files, records and reports, prepares related reports on PC equipment using Excel and Microsoft Word.
- Performs other related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from high school, preferably supplemented by courses in accounting and at least one year of recent experience as a teller, cashier, collector or customer service representative handling large sums of money; and at least one year of supervisory experience.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
Or, any equivalent combination of training and experience which provides the following knowledge, skills, and abilities:
- Knowledge of cash management, collections, and business/financial systems
- Knowledge and understanding of proper customer service techniques.
- Some knowledge of Microsoft Word and Excel.
- Knowledge of QDS desired
- Experience training and supervising employees.
- Ability to plan, schedule or assign clerical tasks.
- Ability to multi-task and perform under sometimes stressful conditions during peak periods.
- Ability to compute accurate arithmetic computations.
- Ability to accurately process corrections/voids.
- Ability to establish and maintain effective working relationships with other employees/departments and the public.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
