Introduction

The City of New Haven is seeking a dynamic and experienced technology leader to serve as Supervisor of Applications. This position plays a critical role in guiding the planning, development, integration, and support of enterprise applications that power essential City services. As a key member of the Information Technology leadership team, the Supervisor ensures that systems are reliable, secure, and aligned with the City’s strategic goals while meeting the evolving needs of departments and the public

PRIMARY FUNCTIONS

The Supervisor of Applications is a key member of the Information Technology leadership team, responsible for overseeing the planning, development, deployment, and support of enterprise applications and technology solutions. This role provides strategic and operational leadership to a team of IT professionals, ensuring that applications and systems are designed, integrated, and maintained to meet the evolving needs of City departments, with a particular focus on reliability, performance, and public service.

The incumbent exercises a high degree of independent judgment and decision-making while aligning application management with organizational goals, regulatory requirements, and best practices. The Supervisor collaborates closely with the Director of Information Technology, other IT divisions, and city stakeholders to ensure effective service delivery, promote innovation, and maintain the stability of critical systems, including those supporting public safety and emergency operations.

TYPICAL DUTIES AND RESPONSIBILITIES

Planning & Solution Delivery
  • Partners with IT leadership and project management staff to define the scope, schedule, resource requirements, and budget for delivering IT solutions.
  • Ensures projects are delivered on time, within budget, and aligned with the City’s IT strategic plan.
  • Identifies, monitors, and mitigates delivery risks and issues to ensure successful outcomes.
  • Contributes to the overall IT strategic plan. Evaluates emerging technologies and recommend solutions to enhance City operations and services.
  • Meets with department heads and end users at least monthly.
Application Architecture & Integration
  • Oversees the design, architecture, and integration of applications to meet organizational needs, performance standards, and security requirements.
  • Ensures that hardware, software, and network infrastructure are appropriately sized and configured to support system performance, scalability, and resilience.
  • Promotes best practices in systems design, including cybersecurity, data integrity, and disaster recovery planning.
Leadership & Team Management
  • Directs the day-to-day activities of a team of IT professionals responsible for the design, development, integration, deployment, maintenance, and support of IT solutions.
  • Provide coaching, mentoring, and professional development to build a high-performing team.
  • Fosters a culture of accountability, innovation, and continuous improvement.
  • Manages staff performance through clear goal setting, evaluation, and feedback in alignment with City personnel policies and union agreements.
Operations, Maintenance & Support
  • Oversees break/fix response, system upgrades, and delivery of application enhancements to ensure continuity of services.
  • Works with IT Operations to respond to issues impacting application availability and performance.
  • Ensures compliance with regulatory, legal, and cybersecurity requirements affecting City applications.
  • Maintains current documentation for all supported applications and services.
Public Safety & Emergency Response
  • Provides 24/7 on-call expertise and leadership for critical City systems, including Public Safety, Emergency Operations, and essential municipal functions.
  • May collaborate with emergency response teams to ensure systems reliability and rapid recovery during crises.
  • Anticipates and mitigates risks to critical applications that support resident safety and emergency services.
Community & Partnership Engagement
  • Supports and manages the mutual benefit intern program, offering on-the-job training opportunities in partnership with local educational institutions.
  • Collaborates with City departments and external partners to understand technology needs and deliver effective solutions.
  • Acts as a liaison between technical staff and non-technical stakeholders, ensuring clear communication and alignment of services.
  • May represent the IT Department in interdepartmental committees, professional associations, and community forums, as assigned.
Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

  • Bachelor’s degree from an accredited college or university with major course work in Computer Science, Information Systems, Management Information Systems, or closely related area.
  • Five to seven years of progressively responsible experience in application development, systems integration, or enterprise IT operations.
  • A minimum of three years of supervisory and/or management experience leading professional technical teams, preferably in a unionized environment.
  • Experience in municipal government, public sector IT, or other complex, multi-stakeholder organizations is strongly desired.
  • In lieu of college degree, 4 years of closely related experience may be substituted.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of. advanced principles and practices of information technology, including application development, systems integration, and enterprise IT operations.
  • Knowledge of municipal government operations as it relates to information technology.
  • Knowledge of advanced operating system software, application software and hardware applications.
  • Ability to work independently at the highest level of technical operations and demonstrate strong problem-solving skills.
  • Ability to demonstrate strong management and leadership skills in order to efficiently plan, organize, supervise and manage information technology staff in a variety of activities.
  • Ability to successfully monitor progress and manage resources to accomplish objectives.
  • Ability to effectively communicate, both orally and in writing.
  • Ability to maintain knowledge of key processes supported by City of New Haven’s applications and systems.

NECESSARY SPECIAL REQUIREMENTS

  • Must have and maintain a valid driver’s license. May be required to visit various City offices and locations.
  • Must have availability for on-call support, including evenings, weekends, and holidays, as required.
  • Assignment may require fingerprinting and an extensive background check to assess suitability for the role, in accordance with the US DOJ and the FBI’s Criminal Justice Information Services Security Policy.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," tested position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 10% of salary.
